23-0502_CC_Minutes_Regular Meeting1 5/2/2023 MINUTES May 2, 2023 SAN JUAN CAPISTRANO CITY COUNCIL REGULAR MEETING BUSINESS SESSION: Mayor Hart called the Regular Meeting of May 2, 2023, of the City Council of the City of San Juan Capistrano to order at 5:07 p.m. Council Member Campbell led the Pledge of Allegiance and Council Member Bourne gave the invocation. ROLL CALL: COUNCIL MEMBERS PRESENT: Mayor Howard Hart, Mayor Pro Tem Sergio Farias, and Council Members Troy Bourne, John Taylor, and John Campbell. COUNCIL MEMBERS ABSENT: None. Agenda items are presented in the originally agendized format for the benefit of the minutes’ reader but were not necessarily heard in that order. INTRODUCTIONS: B1. COMMISSIONER INTRODUCTION – MAYOR PRO TEM FARIAS INTRODUCED THE FOLLOWING: Aurea Mandujano, Parks, Equestrian and Community Services Commission; and Ted Rosenfeldt, Planning Commission. ORAL COMMUNICATIONS: •Julia Piel, City resident; Karah Braico, City resident; Chris Iltis, City resident; Jessica Blair, City resident; Nicole Watson, City resident; and Andrea Mandujano, City resident. PUBLIC HEARINGS: None. CONSENT CALENDAR: Council Action: Moved by Mayor Pro Tem Farias, seconded by Council Member Taylor, and carried unanimously to approve consent calendar items E1 through E3, as recommended by staff. E1. MOTION TO READ ORDINANCE BY TITLE ONLY, APPROVED. E2. CITY COUNCIL MINUTES – REGULAR MEETING (EXECUTIVE SESSION) OF APRIL 18, 2023, APPROVED E3. CITY COUNCIL MINUTES – REGULAR MEETING OF APRIL 18, 2023, APPROVED 2 5/2/2023 ADMINISTRATIVE ITEMS: F1. FINANCE SERVICES a.Proposed Operating Budget for Fiscal Year 2023-24, and Proposed Seven Year Capital Improvement Program for Fiscal Years 2023-24 through 2029-30 •Public Correspondence: Harrison Taylor, Open Space Foundation. Ken Al-Iman, Chief Financial Officer and Benjamin Siegel, City Manager, provided a PowerPoint presentation and responded to questions. Tom Toman, Public Works Director responded to questions. •Public Comments: Harrison Taylor, Open Space Foundation; and Ted Rosenfeldt, City resident. Council Action: Moved by Council Member Taylor, seconded by Mayor Pro Tem Farias, and carried unanimously to receive staff presentation on the Proposed Operating Budget for Fiscal Year 2023-24 and the Proposed Seven Year Capital Improvement Program for Fiscal Years 2023-24 through 2029-30; adopt RESOLUTION NO. 23-05-02-01 entitled “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO AMENDING RESOLUTION 21-06-01-08, THE CITY’S CLASSIFICATION AND COMPENSATION PLANS, IMPLEMENTING A POSITION RECLASSIFICATION, ELIMINATING A POSITION CLASSIFICATION, AND AMENDED SALARY TABLES FOR MANAGEMENT AND PROFESSIONAL EMPLOYEES ASSOCIATION;” and direct staff to return at an upcoming meeting for further discussion of additional concepts raised by the City Council and members of the public. SAN JUAN CAPISTRANO HOUSING AUTHORITY (Refer to Housing Authority Minutes) SUCCESSOR AGENCY TO THE SAN JUAN CAPISTRANO COMMUNITY REDEVELOPMENT AGENCY (Refer to Successor Agency Minutes) COUNCIL ACTION ITEMS: None. CITY COUNCIL REPORTS: •Mayor Hart reported attending an event with Mayor Pro Tem Farias where the City received an affordable housing award for the City's Groves Senior Apartment project; and UNIDOS South OC Dia de Los Niňos Event. CITY MANAGER REPORT: None. 3 5/2/2023 ADJOURNMENT: There being no further business Mayor Hart adjourned the meeting at 7:44 p.m. to Tuesday, May 16, 2023, at 3:00 p.m. for an Executive Session, and 5:00 p.m. for the public Business Session, in the City Council Chamber at the Nydegger Building – 31421 La Matanza Street.
