Vice Chairman Bathgate called the Regular Meeting of the Board of Directors of the San
Juan Capistrano Community Redevelopment Agency to order at 7:42 p.m. in the City
Council Chamber.

C1. RESOLUTION NO. CRA 04-02-09-01 ADOPTED ACCEPTING GRANT DEED FOR
THE PITTS PROPERTY, APN 668-421-03/04 FROM SJD PARTNERS, LTD.

The public comment received for this item was combined with public testimony
received for City Council Public Hearing Item E-2, and public comment from City
Council item G2 -a.
Project Description: SJD Partners worked in cooperation with the City of San Juan
Capistrano and the Community Redevelopment Agency to assist in land banking of
real property that could potentially be used to satisfy state law requirements relating
to the provision of low and moderate income housing. Toward this end, SJD
Partners entered into a purchase agreement with Mr. Roger R. Pitts for a parcel
located at the terminus of Calle Roland. Staff recommends accepting fee title of
this property from SJD Partners so the land can be banked for this potential
purpose.

Presentation: John Shaw, City Attorney and Cynthia L. Russell, Acting Assistant
City Manager, reviewed the staff recommendation and discussed housing in -lieu
funding sources.

proposed for the terminus of Calle Rolando, citing concerns with traffic, increased
crime, access issues, potential decrease in adjacent property values, impacts on
neighborhood schools, impacts on adjacent businesses, parking impacts, density,
lack of Recreational Vehicle parking, gun fire, graffiti, overcrowding, proximity to

citing the need for affordable housing for people who work in the area, to reduce
over crowding of other affordable housing, to provide opportunities for the working
poor, to help people become self-sufficient, positive track records of Mercy Housing,
supports health of community, reduce traffic problems so people can live and work
in the same area, needs for inclusionery housing, ability to concentrate programs in
housing management, health of economy, and to fulfill goals established by the

unanimously, 4-0, to adopt Resolution No. CRA 04-02-09-01 entitled "A
RECOLUTION OF THE BOARD OF DIRECTORS OF THE SAN JUAN
CAPISTRANO COMMUNITY REDEVELOPMENT AGENCY ACCEPTIN GRANT
OF FEE TITLE FOR ASSESSOR'S PARCEL NO. 668-421-03/04."

There being no further business, Chairman Hart adjourned the meeting at 10:14 p.m. to a
Regular meeting, Tuesday, February 17, 2004 at 5:00 p.m. for Closed Session and 7:00
p.m. for the Public Business Session in the City Council Chamber.
