ROLL CALL BOARD MEMBERS PRESENT: Diane Bathgate, David M. Swerdlin, John S. Gelff, Vice Chairman Joe Soto and Chairman Wyatt Hart BOARD MEMBERS ABSENT: None STAFF PRESENT: George Scarborough, Executive Director; John Shaw, Agency Counsel; Meg Monahan, Agency Secretary; Cynthia L. Russell, Chief Financial Officer; Thomas Tomlinson, Deputy Director; William M. Huber, Engineering and Building Director; Amy Amirani, Public Works Director; Al King, Jr., Community Services Director; Lt. J.B. Davis, Chief of Police Services; and, Dawn Schanderl, Deputy City Clerk. CONSENT CALENDAR Board Action: Moved by Director Gelff, seconded by Director Bathgate and carried unanimously, 5-0, to approve items 1 through 4 as recommended by Staff. 1. MINUTES FROM THE REGULAR MEETING OF FEBRUARY 4, 2003, APPROVED AS SUBMITTED. 2. CRA WARRANTS DATED FEBRUARY 6, 2003, IN THE AMOUNT OF $5,238 RECEIVED AND FILED. (300.30) 3. CASH BALANCES BY FUND - JANUARY 31, 2003, RECEIVED AND FILED. (330.50) 4. REPORT OF INVESTMENTS, MONTH ENDING JANUARY 31, 2003, RECEIVED AND FILED. (350.30) CRA Minutes 1 3-4-03 BOARD ACTIONS: C1. EXECUTIVE DIRECTOR AUTHORIZED TO EXECUTE THE JOINT MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF SAN JUAN CAPISTRANO, SAN JUAN CAPISTRANO COMMUNITY REDEVELOPMENT AGENCY, THE OLD CAPISTRANO MERCHANTS ASSOCIATION, AND THE SAN JUAN CAPISTRANO CHAMBER OF COMMERCE ESTABLISHING A FARMER'S MARKET IN THE HISTORIC DOWNTOWN (600.40 ) Prosect Description: The Old Capistrano Merchants Association (OCMA), a partnership affiliate of the San Juan Capistrano Chamber of Commerce, developed a proposal for a weekly "Farmer's Market" in the historic downtown area. The Farmer's Market will be independently operated by a Farmer's Market Manager, who will be responsible for the weekly setup, maintenance, and coordination of the market and site. The Farmer's Market is scheduled to start in April. Because the location to be used is owned by the Community Development Agency, Board approval is required. Staff recommends approving a Memorandum of Understanding between the Agency, City, Old Capistrano Merchants Association and Chamber of Commerce establishing the Farmer's Market. Written Communications: Report dated March 4, 2003, from Mechelle Lawrence, Economic Development Manager. Presentation: Mechelle Lawrence, Economic Development Manager, reviewed the staff recommendation. Public Comment: Gary Thornberg, business owner, and Elaine Crawford, Executive Director of the Chamber of Commerce, supported the proposal. Board Member Comments: Council Member Swerdlin ascertained the Farmers' Market would go dark on the Wednesday evenings that coincide with Summer Nites concerts; and, impacts to the downtown would be monitored for two 90 -day periods by merchants. Mayor pro tem Soto inquired into City -funded marketing support and ascertained a Farmer's Market promotion would be included in the City's water bill quarterly. Board Action: Moved by Director Gelff, seconded by Director Bathgate and carried unanimously, 5-0, to authorize the Executive Director to execute the joint Memorandum of Understanding between the City of San Juan Capistrano, San Juan Capistrano Community Redevelopment Agency, the Old Capistrano CRA Minutes 2 3-4-03 Merchants Association, and the San Juan Capistrano Chamber of Commerce establishing a Farmer's Market in the historic downtown. ADJOURNMENT There being no further business, Chairman Hart adjourned the meeting at 7:39 p.m. to a Regular meeting, Tuesday, March 18, 2003, at 5:30 p.m. for Closed Session and 7:00 p.m. for the Public Business Session in the City Council Chamber.
