of San Juan Capistrano to order at 5:18 p.m. Council Member Taylor led the Pledge of
Allegiance and Council Member Campbell led the invocation.

Matisse Reischl, Community Services Director, provided a staff report and
responded to questions.
•Public Comments: Briana Jijon, Kacie Aguilar, and Wendy Rodriguez,
City residents.
Council Action: Moved by Council Member Taylor, seconded by Council Member
Farias, and carried 4-0 with Council Member Bourne absent to authorize the
City Manager to execute a Memorandum of Understanding with Unidos South
OC for the non-exclusive use of City facilities; and proposed action found exempt
from the California Environmental Quality Act pursuant to State CEQA guidelines
Section 15061(B)(3).

Authority, the Fiesta Association, and all who volunteered at the Fiesta de las
Golondrinas Parade.

There being no further business Mayor Hart adjourned the meeting at
7:23 p.m. to Tuesday, April 18, 2023, at 3:00 p.m. for an Executive Session, and
