SAN JUAN CAPISTRANO CITY COUNCIL
EXECUTIVE SESSION MEETING
Mayor Hart called the March 7, 2023, Regular Executive Session Meeting of the
City Council to order at 3:12 p.m., in the City Council Chamber.
ROLL CALL
COUNCIL MEMBERS IN ATTENDANCE: Mayor Hart, Mayor Pro Tem Sergio Farias
(arrived after commencement), and Council Members Troy Bourne, and John Campbell.
COUNCIL MEMBERS ABSENT: Council Member Taylor.
ORAL COMMUNICATIONS/CORRESPONDENCE/PUBLIC COMMENT ON EXECUTIVE
SESSION ITEMS: None.
EXECUTIVE SESSION (610.85)
An Executive Session was held for the following purposes, as authorized by statute:
a. Pursuant to Government Code Section 54956.8, the City Council met with its
Real Property Negotiators (Benjamin Siegel, City Manager; and Jeffrey Ballinger,
City Attorney) pertaining to the price and terms of payment for lease of certain real
property described as the Rancho Mission Viejo Riding Park at San Juan
Capistrano generally located at the southwest corner of Ortega Highway and
Avenida La Pata and addressed as 30753 Avenida La Pata. The property owner is
the City of San Juan Capistrano. Negotiating party: Action Sports Management
Group, LLC dba The Ridland Group.
b. Pursuant to Government Code Section 54956.8, the City Council met with its
Real Property Negotiators (Benjamin Siegel City Manager; and Jeffrey Ballinger,
City Attorney) pertaining to the price and terms of payment concerning certain real
property located at La Novia Ave. and San Juan Creek Road (APN: 666-011-27,
666-011-28, 666-013-06, 666-042-10 and 666-042-11). Negotiating party:
San Juan Hills Golf Club, L.P.
c. Pursuant to Government Code Section 54956.8, the City Council met
with its Real Property Negotiators (Benjamin Siegel City Manager; and
Jeffrey Ballinger, City Attorney) pertaining to the price and terms of payment
concerning certain real property located on 16.35-acre property located
approximately 1,300 feet west of the terminus of Oso Road (APN: 121-050-16).
Negotiating party: Steve Vliss, Highpointe Communities.
d. Pursuant to Government Code Section 54956.9(d) (4), the City Council conferred
with Legal Counsel to discuss initiation of litigation (1 item).
e. Pursuant to Government Code Section 54957, the City Council conducted a
performance evaluation of the City Manager.
f. Pursuant to Government Code Section 54957, the City Council conducted a
performance evaluation of the City Attorney.

ANNOUNCEMENT OF EXECUTIVE SESSION ACTIONS: None.
ADJOURNMENT:
There being no further business, Mayor Hart adjourned the meeting to Tuesday,
March 7, 2023, at 5:00 p.m. for a Public Business Session, in the City Council Chamber
at the Nydegger Building – 31421 La Matanza Street.
