SAN JUAN CAPISTRANO CITY COUNCIL
' REGULAR MEETING
Mayor Reeve called the August 2, 2022, Regular Executive Session Meeting of the
City Council to order at 3:02 p.m., in the City Council Chamber.
ROLL CALL
COUNCIL MEMBERS IN ATTENDANCE: Mayor Derek Reeve, Mayor Pro Tem
Howard Hart, and Council Members John Taylor, Troy Bourne and Sergio Farias (joined
the meeting shortly after commencement).
COUNCIL MEMBERS ABSENT: None.
ORAL COMMUNICATIONS/CORRESPONDENCE/PUBLIC COMMENT ON EXECUTIVE
SESSION ITEMS: None.
EXECUTIVE SESSION (610.85)
An Executive Session was held for the following purposes, as authorized by statute:
a. Pursuant to Government Code Section 54956.8, the City Council met
with Real Property negotiators (Benjamin Siegel, City Manager; and
Jeffrey Ballinger, City Attorney) pertaining to the price and terms of payment for
license of real property described as the Rancho Mission Viejo Riding Park at
San Juan Capistrano generally located at the southwest corner of Ortega
Highway and Avenida La Pata and addressed as 30753 Avenida La Pata. The
property owner is the City of San Juan Capistrano. Negotiating party: Action
Sports Management Group, LLC dba The Ridland Group.
b. Pursuant to Government Code Section 54956.8, the City Council met
with Real Property Negotiators (Benjamin Siegel, City Manager; and
Jeffrey Ballinger, City Attorney) concerning the price and terms of payment
concerning certain real property located at 32681 Alipaz Street
(APN 121-190-57). Negotiating party: The Ecology Center.
c. Pursuant to Government Code Section 54956.8, the City Council met with
Real Property Negotiators (Benjamin Siegel, City Manager; and Jeffrey
Ballinger, City Attorney) concerning the price and terms of payment concerning
certain real property located at 29943 Camino Capistrano (Northwest Open
Space) Negotiating party: Frontier Real Estate Investments.
d. Pursuant to Government Code Section 54956.8, the City Council met
Real Property Negotiators (Benjamin Siegel, City Manager; and Jeffrey
Ballinger, City Attorney) concerning the price and terms of payment concerning
certain real property located at 26874 Ortega Highway, 31776 EI Camino Real,
' and 31782 EI Camino Real. Negotiating party: 26874 Ortega Highway LLC.

Pursuant to Government Code Section 54956.9(a) & (d) (1), the
City Council conferred with legal counsel pertaining to existing litigation in the I matter of Preserve Our Farm SJC v. City of San Juan Capistrano et al., OC
Superior Court Case No. 30-2022-01257292-CU-WM-CJC.
ANNOUNCEMENT OF EXECUTIVE SESSION ACTIONS: None.
ADJOURNMENT:
There being no further business, Mayor Reeve adjourned the meeting to Tuesday,
August 2, 2022, at 5:00 p.m. for a Public Business Session, in the City Council Chamber.
