OC Environmental establishing responsibilities for design and funding. To facilitate the transfer of SCRIP funds

Agreement with the City in which the terms and a payment process will be further elaborated,
please see the enclosed draft as an example.

The approval of OC -Go funds, in the amount of $5,250,000, represents 75% of the funding for
design and complements the past work that the County of Orange ("County") completed with
California Department of Transportation ("Caltrans") for the certification of the Project's

The enclosed South County Roadway Improvement Program (SCRIP) was adopted by the
County Board of Supervisors by Resolution No. 04-294 concurrent with its approval of The
Ranch Plan planned community documents. SCRIP identifies a series of transportation

improvements that, upon completion, will benefit both local and regional elements of the south
Orange County circulation system. Moreover, SCRIP sets forth a framework for implementing
the identified transportation improvements, which includes a system of recognizing
contributions and issuing fee credits based upon participation and action by loth RMV and non -
