SAN JUAN CAPISTRANO CITY COUNCIL
REGULAR MEETING
BUSINESS SESSION:
Mayor Taylor called the Regular Meeting of February 2, 2021, of the City Council of the
City of San Juan Capistrano to order at 5:13 p.m. Council Member Bourne led the
Pledge of Allegiance and Council Member Hart gave the invocation.
ROLL CALL:
COUNCIL MEMBERS PRESENT: Mayor John Taylor, and Council Members
Troy Bourne, Howard Hart and Sergio Farias.
COUNCIL MEMBERS ABSENT: Mayor Pro Tem Derek Reeve.
Agenda items are presented in the originally agendized format for the benefit of the
minutes' reader but were not necessarily heard in that order.
CITY CLERK ANNOUNCEMENT: Per Assembly Bill 23, Maria Morris, City Clerk,
announced that each Housing Authority Board Member is receiving a $50.00 stipend for
conducting the Housing Authority meeting.
' INTRODUCTIONS AND PRESENTATIONS: Mayor Taylor introduced Ron Denman,
Parks, Recreation, Youth and Senior Services, Trails and Equestrian Commission.

RECREATIONAL USES TO THE LIST OF "PERMITTED BY RIGHT' USES
ALLOWED IN THE FARM MARKET (FM) ZONING DISTRICT; AND SAID
ACTION FOUND EXEMPT FROM REVIEW UNDER THE CALIFORNIA
ENVIRONMENTAL QUALITY ACT (CEQA) UNDERSTATE CEQA GUIDELINES

Paul Garcia, Associate Planner, provided a PowerPoint presentation and
responded to questions.
Council Action: Moved by Council Member Bourne, seconded by Council Member
Hart, and carried 4-0 with Mayor Pro Tem Reeve absent to initiate a
Code Amendment study for a proposed Land Use Code amendment that would
add educational uses and recreational uses to the list of "permitted by right" uses
allowed in the Farm Market (FM) zoning district; and find that said action is exempt
from review under the California Environmental Quality Act (CEQA) under State
CEQA Guidelines section 15262.

a. PREPARATION AND RELEASE OF AN EXPANDED REQUEST FOR
' PROPOSALS FOR POTENTIAL LONG-TERM USE OF THE RANCHO MISSION
VIEJO RIDING PARK AT SAN JUAN CAPISTRANO, SUBJECT TO EXISTING
LAND USE AND REGULATORY RESTRICTIONS, AUTHORIZED;
CITY MANAGER AUTHORIZED TO EXECUTE A PROFESSIONAL SERVICES
AGREEMENT WITH KOSMONT COMPANIES TO ADMINISTER THE
REQUEST FOR PROPOSALS PROCESS; $20,000 APPROPRIATED FROM
THE EASTERN OPEN SPACE FUND FOR THESE SERVICES; AND
CITY MANAGER AUTHORIZED TO EXECUTE THE SECOND AMENDMENT
TO THE 2018 RIDING PARK MANAGEMENT AGREEMENT, SUBSTANTIALLY
IN THE FORM ATTACHED, WITH BLENHEIM FACILITY MANAGEMENT FOR
THE RANCHO MISSION VIEJO RIDING PARK AT SAN JUAN CAPISTRANO

responded to questions.
Public Comments: Lisa Ohlund, City resident.
Council Action: Moved by Council Member Farias, seconded by Council Member
Bourne, and carried 3-1-0 with Council Member Hart opposed and Mayor Pro Tem
Reeve absent to authorize the preparation and release of an expanded Request
' for Proposals for potential long-term use of the Rancho Mission Viejo Riding Park
at San Juan Capistrano, subject to existing land use and regulatory restrictions;
authorize the City Manager to execute a Professional Services Agreement with
Kosmont Companies to administer the Request for Proposals process;
appropriate $20,000 from the Eastern Open Space Fund for these services;
and authorize the City Manager to execute the Second Amendment to the
2018 Riding Park Management Agreement, substantially in the form attached,
with Blenheim Facility Management for the Rancho Mission Viejo Riding Park at
San Juan Capistrano.
