SPECIAL MEETING
TELEPHONIC MEETING
Mayor Bourne called the September 1, 2020, Special and Telephonic Meeting of the
City Council to order at 3:00 p.m., in the City Council Chamber.
ROLL CALL
COUNCIL MEMBERS ATTENDING BY TELECONFERENCE, PURSUANT TO
EXECUTIVE ORDER N-29-20: Mayor Troy Bourne, Mayor Pro Tem John Taylor, and
Council Member Derek Reeve, Brian L. Maryott (joined the City Council meeting shortly after
commencement) and Sergio Farias.
COUNCIL MEMBERS ABSENT: None.
ORAL COMMUNICATIONS/CORRESPONDENCE/PUBLIC COMMENT ON CLOSED
SESSION ITEMS: None.
CLOSED SESSION (610.85)
A Closed Session was held for the following purposes, as authorized by statute:
a. Pursuant to Government Code Section 54956.8, the City Council met with
its Real Property Negotiators (Benjamin Siegel, City Manager; and
Jeffrey Ballinger, City Attorney) concerning the price and terms of payment
concerning certain real property located at 32681 Alipaz Street
(APN 121-190-57) also known as South Coast Farms. Negotiating party:
The Ecology Center.
b. Pursuant to Government Code Section 54956.8, the City Council met
with its Real Property Negotiators (Benjamin Siegel, City Manager; and
Jeffrey Ballinger, City Attorney) concerning price and terms of payment
concerning City owned real property located at APN 666-232-08, generally
located at the most westerly end of Cook Park/La Novia south of the
intersection of Calle Arroyo and Rancho Viejo Road. Negotiating party:
Rob Sochi.
C. Pursuant to Government Code Section 54956.8, the City Council conferred
with real property negotiators (Benjamin Siegel, City Manager; and
Jeffrey Ballinger, City Attorney) pertaining to the price and terms of payment
for license of real property described as the Rancho Mission Viejo Riding Park
at San Juan Capistrano generally located at the southwest corner of Ortega
Highway and Avenida La Pata and addressed as 30753 Avenida La Pata. The
property owner is the City of San Juan Capistrano. Negotiating party:
Blenheim Facility Management, LLC.
d. Pursuant to Government Code Section 54956.9 (a), (d)(2), the City Council
conferred with Legal Counsel to discuss anticipated litigation — significant
exposure to litigation (3 items).

ANNOUNCEMENT OF CLOSED SESSION ACTIONS: Mayor Pro Tem Taylor recused
himself from one of the anticipated litigations listed under Closed Session Item D, due to
proximity to his residence.
ADJOURNMENT:
There being no further business, Mayor Bourne adjourned the meeting to Tuesday,
September 1, 2020, at 5:00 p.m. for a Public Business Session, in the City Council
Chamber.
