ROLL CALL: COUNCIL MEMBERS ATTENDING BY TELECONFERENCE, PURSUANT TO EXECUTIVE ORDER N-29-20: Mayor Troy Bourne, Mayor Pro Tem John Taylor, and Council Members Derek Reeve, Brian L. CITY MANAGER AUTHORIZED TO EXECUTE AN EXCLUSIVE NEGOTIATION AGREEMENT ("ENA") WITH JAMBOREE HOUSING CORPORATION, SUBSTANTIALLY IN THE FORM ATTACHED, FOR THE POTENTIAL DEVELOPMENT OF AN AFFORDABLE HOUSING PROJECT AND CITY HALL FACILITY ON A 2.5 -ACRE PORTION OF CITY -OWNED PROPERTY (600.30) Joel Rojas, Development Services Director, provided a PowerPoint presentation and responded to questions. Council Action: Moved by Council Member Farias, seconded by Mayor Pro Tem Taylor, and carried unanimously to authorize the City Manager to authorize the City Manager to execute an Exclusive Negotiation Agreement ("ENA") with Jamboree Housing Corporation, substantially in the form attached, for the potential development of an affordable housing project and City Hall facility on a 2.5 -acre portion of City -owned property. DISCUSSION REGARDING WAIVING FEES TO THE SAN JUAN CAPISTRANO CHAMBER OF COMMERCE FOR USE OF THE TJ MEADOWS BUILDING DUE TO THE (COVID-19) CRISIS (600.30) — ITEM REMOVED FROM THE AGENDA CITY COUNCIL REPORTS: Council Member Maryott recognized the efforts by the Chamber of Commerce in organizing the Crisis Kitchen Coalition, providing free homemade meals during the COVID-19 crisis; and, announced the installation of a sign marking the Fire Captain David Rosa Freeway Memorial Highway on the 5 Freeway in San Juan Capistrano. Council Member Farias announced "Tones at 2" a new Orange County Fire Authority Facebook Live Youth Educational Program; and, encouraged residents to participate on the online 2020 Census. Council Member Taylor provided an update on the SONGS Decommissioning fuel transfer operations; and, reported on the recent Transportation Corridor Agencies' Board of Directors vote to pursue the extension of Los Patrones Parkway untolled route, and formally removing the possibility of extending the 241 Toll Road through San Juan Capistrano; and, thanked Council Member Maryott (prior TCA City representative on all his efforts). CITY MANAGER REPORT: Benjamin Siegel, City Manager, thanked staff for arranging a successful telephonic meeting. ADJOURNMENT: There being no further business Mayor Bourne adjourned the meeting at 7:10 p.m. to Tue a April 21, 2020, at 4:00 p.m. for Closed Session, and 5:00 p.m. for the public 0r sires4 Session, in the City Council Chamber.
