SPECIAL MEETING
TELEPHONIC MEETING
Mayor Bourne called the March 17, 2020, Special and Telephonic Meeting of the
City Council to order at 4:30 p.m., in the City Council Chamber with Council Member
Reeve attending by teleconference, pursuant to Executive Order N-25-20.
ROLL CALL
COUNCIL MEMBERS PRESENT: Mayor Troy Bourne, Mayor Pro Tem John Taylor, and
Council Members Derek Reeve, Brian L. Maryott (arrived at 4:31 p.m.), and Council Member
Sergio Farias.
COUNCIL MEMBERS ABSENT: None.
ORAL COMMUNICATIONS/CORRESPONDENCE/PUBLIC COMMENT ON CLOSED
SESSION ITEMS: None.
CLOSED SESSION (610.85)
A Closed Session was held for the following purposes, as authorized by statute:
a. Pursuant to Government Code Section 54956.8, the City Council did not meet
with its Real Property Negotiators (Benjamin Siegel, City Manager; and
Jeffrey Ballinger, City Attorney) concerning the price and terms of
payment concerning certain real property located at: APN 121-141-11,
121-141-12, 121-141-07, 121-141-08, and 121-141-27 (i.e., "Downtown Multi -
Modal Lot"). Negotiating parties: SJC Mission Ventures LLC; Capistrano Plaza
LLC; and, 26755 Verdugo LLC.
b. Pursuant to Government Code Section 54956.8, the City Council did not meet
with its Real Property Negotiators (Benjamin Siegel, City Manager; and Jeffrey
Ballinger, City Attorney) concerning the price and terms of payment concerning
certain real property located at 32681 Alipaz Street (APN 121-190-57) also known
as South Coast Farms. Negotiating party: The Ecology Center.
C. Pursuant to Government Code Section 54956.8, the City Council did not meet
with its Real Property Negotiators (Benjamin Siegel, City Manager; and
Jeffrey Ballinger, City Attorney) concerning the price and terms of payment
concerning certain real property located at La Novia Ave. and
San Juan Creek Road (APN: 666-011-27, 666-011-28, 666-011-18, and
easements affecting parcels: 666-013-06, 666-042-10 and 666-042-11).
Negotiating party: San Juan Hills Golf Club, L.P.
d. Pursuant to Government Code Section 54956.8, the City Council did not meet
with its Real Property Negotiators (Benjamin Siegel, City Manager; and Jeffrey
Ballinger, City Attorney) concerning price and terms of payment concerning the
City Hall property located at 32400 Paseo Adelanto, San Juan Capistrano, CA
92675 (Portion of APN 668-101-23). Negotiating party: Jamboree Housing
Corporation.

d. Pursuant to Government Code Section 54956.9(d) (4), the City Council did not
confer with Legal Counsel to discuss initiation of litigation (1) item).
e. Pursuant to Government Code Section 54956.9 (a), (d)(2), the City Council
conferred with Legal Counsel to discuss anticipated litigation — significant
exposure to litigation (2 items) — the City Council only conferred on one item.
ANNOUNCEMENT OF CLOSED SESSION ACTIONS: Jeffrey Ballinger, City Attorney,
announced that the City Council only conferred on one item of potential litigation.
ADJOURNMENT:
There being no further business, Mayor Bourne adjourned the meeting to
Tuesday, March 17, 2020, at 5:00 p.m. for a Public Business Session, in the
City Council Chamber.
