Council Member Farias led the Pledge Council Member Taylor gave the invocation. ROLL CALL: 1, 2019, of the 5:31 p.m., in the of Allegiance and COUNCIL MEMBERS PRESENT: Mayor Brian L. CITY CLERK ANNOUNCEMENT: Per Assembly Bill 23, Maria Morris, City Clerk, announced that each Housing Authority Board Member is receiving a $50.00 stipend for conducting the Housing Authority meeting. Council Action: Moved by Mayor Pro Tem Bourne, seconded by Council Member Reeve, and carried 4-0 with Council Member Taylor recused to receive and file a presentation on the 2019 Summer Parking Pilot Program; adopt RESOLUTION NO. 19-10-01-01 entitled "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA, AMENDING RESOLUTION 19-05-21-02 AND APPROVING THE FEES AND CHARGES," including revision to the resolution extending the free hourly parking for spaces 109 — 355 from 3 hours to 4 hours;" direct the City Manager to research validation options for paid hourly parking at the Franciscan Plaza parking structure; direct the City Manager to research options to enhance parking enforcement in the downtown on weekday evenings and weekends; direct the City Manager to research options to improve employee parking, including potential modifications to the existing employee permit parking program, and to evaluate alternatives for parking on Camino Capistrano; direct the City Manager to initiate a project and identify a funding source to expand the parking lot at Paseo Adelanto/Ramos Street; and, direct the City Manager to return to the City Council in Spring 2020 with detailed recommendations that could be implemented by Summer 2020.
