Council Action: Moved by Council Member Farias, seconded by Mayor Pro Tem Bourne, and carried unanimously to approve the introduction of an ordinance entitled "AN ORDINANCE OF THE CITY COUNCIL OF SAN JUAN CAPISTRANO, CALIFORNIA, APPROVING CODE AMENDMENT 18-006 TO AMEND SAN JUAN CAPISTRANO MUNICIPAL CODE, TITLE 9, LAND USE, TO UPDATE SECTION 9-3.543, SIGNS, AND APPENDIX A, DEFINITIONS," including changing the time period for displaying temporary noncommercial signs during an election from 30 days before an election to 90 days before an election; and, find that the proposed ordinance is exempt from review under the California Environmental Quality Act (CEQA) pursuant to State CEQA Guidelines, sections 15060(c)(2) and 15061(b)(3), the General Rule Exemption. Council Action: Moved by Council Member Farias, seconded by Council Member Reeve, and carried unanimously to authorize the City Manager to execute an Exclusive Negotiation Agreement ("ENA") with C&C Development Co., LLC for potential development of a senior affordable housing project at the City -owned Groves property (located at the Northwest Comer of Camino Capistrano and Junipero Serra Road (Portion of Assessor Parcel Number 121-050-21)). STUDY INITIATED FOR A PROPOSED AMENDMENT TO THE ORTEGA PLANNED COMMUNITY COMPREHENSIVE DEVELOPMENT PLAN (CDP) THAT WOULD EXPAND THE ALLOWABLE USES AND ESTABLISH NEW PARKING STANDARDS FOR PROPERTIES LOCATED WITHIN SECTOR A-1 OF THE CDP (APPLICANT. • CAPO OAKS, LLC — CAPISTRANO COLLECTION COMMERCIAL CENTER) (420.40) Joel Rojas, Development Services Director, provided a PowerPoint Presentation and responded to questions. Council Action: Moved by Council Member Reeve, seconded by Council Member Taylor, and carried unanimously to initiate a study for a proposed amendment to the Ortega Planned Community Comprehensive Development Plan (CDP) that would expand the allowable uses and establish new parking standards for properties located within Sector A-1 of the CDP (Applicant: Capo Oaks, LLC — Capistrano Collection Commercial Center).
