19-0311_CC_Minutes_Adjourned Regular MeetingMINUTES March 11, 2019 SAN JUAN CAPISTRANO CITY COUNCIL ADJOURNED REGULAR MEETING BUSINESS SESSION: Mayor Maryott called the Adjourned Regular Meeting of the City Council of the City of San Juan Capistrano to order at 4:31 p.m. in the City Council Chamber. Mayor Maryott led the Pledge of Allegiance. ROLL CALL COUNCIL MEMBERS PRESENT: Mayor Brian L. Maryott, Mayor Pro Tem Troy Bourne, and Council Members Sergio Farias, Derek Reeve, John Taylor. COUNCIL MEMBERS ABSENT: None. Agenda items are presented in the originally agendized format for the benefit of the minutes' reader, but were not necessarily heard in that order. ORAL COMMUNICATIONS: • Public Correspondence: Rhen Kohan, City resident. COMMISSION INTERVIEWS AND APPOINTMENTS: C1. INTERVIEWS CONDUCTED; AND APPOINTMENTS MADE TO THE PLANNING COMMISSION (110.20) • Public Correspondence. Kim McCarthy, City resident. Council Member Taylor recused himself from the first ballot process because his son Harrison Taylor is a source of income to him. Maria Morris, City Clerk, conducted a random drawing to set the order of the interviews. The City Council interviewed applicants. Maria Morris, City Clerk, conducted a ballot process. 1st Council Action: Moved by Council Member Reeve, seconded by Council Member Farias, and carried 4-0 with Council Member Taylor recused to appoint Lisa Fenning, Harrison Taylor, and Tami Wilhelm to the Planning Commission for a two (2) year term, ending March 31, 2021; and, invite Council Member Taylor back to the dais in order for him to be able to vote on the remainder two Planning Commission positions. COUNCIL ACTION ITEMS: D1. APPOINTMENTS MADE TO THE DESIGN REVIEW COMMITTEE (110.20) Council Member Reeve and Council Member Taylor provided the recommendation for appointments from the Sub -Committee. Council Action: Moved by Mayor Maryott, seconded by Council Member Farias, and carried unanimously to appoint Stan Braden (At -Large Member), Bob Cardoza (At -Large Member); and Geoffry Sumich (At -Large Alternate) to the Design Review Committee for a two (2) year term, ending March 31, 2021. D2. APPOINTMENTS MADE TO THE PARKS, RECREATION, YOUTH AND SENIOR SERVICES, TRAILS AND EQUESTRIAN COMMISSION (110.20) Mayor Maryott and Council Member Farias provided the recommendation for appointments from the Sub -Committee. Council Action: Moved by Council Member Reeve, seconded by Mayor Pro Tem Bourne, and carried unanimously to appoint Ronald Denman, Maureen Gebelein, Stephanie Heredia, Cody Martin, Thomas Ostensen, Thomas Perrin Jr., and Ted Rosenfeldt to the Parks, Recreation, Youth and Senior Services, Trails and Equestrian Commission for a two (2) year term, ending March 31, 2021. D3. APPOINTMENTS MADE TO THE HOUSING ADVISORY COMMITTEE (110.20) Council Member Farias and Council Member Taylor provided the recommendation for appointments from the Sub -Committee. Council Action: Moved by Mayor Maryott, seconded by Mayor Pro Tem Bourne, and carried unanimously to appoint Kathleen Abney, William Bonney, Frank Larkin, Joanne Marquez, and Dave Solt to the Housing Advisory Committee for a two (2) year term, ending March 31, 2021. D4. APPOINTMENTS MADE TO THE UTILITIES COMMISSION (110.20) Mayor Pro Tem Bourne and Council Member Taylor provided the recommendation for appointments from the Sub -Committee. n 2 3/11/2019 Council Action: Moved by Mayor Maryott, seconded by Council Member Farias, and carried unanimously to appoint Alan Freisleben, Jack Hunt, William Martin, and, Raymond Miller to the Utilities Commission for a two (2) year term, ending March 31, 2021; declare a vacancy on the Utilities Commission; and, direct the City Clerk to prepare and post appropriate notices to solicit applications. D5. APPOINTMENTS MADE TO THE CULTURAL HERITAGE COMMISSION (110.20) Mayor Pro Tem Bourne and Council Member Farias provided the recommendation for appointments from the Sub -Committee. Council Action: Moved by Mayor Maryott, seconded by Council Member Taylor, and carried unanimously to appoint Anna Dickinson, Howard Newman, Lori Porter, Ann Ronan, and Jan Siegel to the Cultural Heritage Commission for a two (2) year term, ending March 31, 2021.
