Mayor Pro Tem Maryott led the Pledge of Allegiance and Council Member Ferguson gave the invocation. ROLL CALL: COUNCIL MEMBERS PRESENT: Mayor Sergio Farias, Mayor Pro Tem Brian L. Maryott, and Council Members Kerry K. Ferguson, Derek Reeve and Pam Patterson, Esq. COUNCIL MEMBERS ABSENT: None. FOR SPECIALIZED SERVICES FOR A POTENTIAL PUBLIC RAIL CROSSING AND "QUIET ZONE" AT RANCHO CAPISTRANO; AND, WAIVER OF THE REQUIREMENT TO USE THE REQUEST FOR PROPOSAL PROCESS FOR THESE SERVICES, APPROVED (600.30) Sam Penrod, Human Resources Manager; and, Benjamin Siegel, City Manager, responded to questions. CITY MANAGER AUTHORIZED TO EXECUTE A GRANT OF EASEMENT TO SAN DIEGO GAS & ELECTRIC COMPANY FOR UNDERGROUND UTILITIES THROUGH A PORTION OF THE CITY'S SERRA PARK (ASSESSOR'S PARCEL NUMBER 649-171-02) (670.50) Steve May, Public Works and Utilities Director, provided a PowerPoint Presentation and responded to questions. Public Comments: Duane Caves, San Diego, Gas & Electric Company. Council Action: Moved by Mayor Farias, seconded by Mayor Pro Tem Maryott, and carried 4-1 with Council Member Patterson opposed to authorize the City Manager to execute a grant of easement to San Diego Gas & Electric Company for underground utilities through a portion of the City's Serra Park (Assessor's Parcel Number 649-171-02). CITY MANAGER AUTHORIZED TO EXECUTE A COOPERATIVE AGREEMENT, SUBSTANTIALLY IN FORM ATTACHED, WITH THE COUNTY OF ORANGE REGARDING THE PRIMA DESHECHA LANDFILL (600.50) Benjamin Siegel, City Manager, provided an agenda report Presentation and responded to questions. • Public Comments: Robert Bruch, City resident. Council Action: Moved by Mayor Farias, seconded by Mayor Pro Tem Maryott, and carried unanimously to authorize the City Manager to execute a Cooperative Agreement, substantially in form attached, with the County of Orange regarding the Prima Deshecha Landfill. SUCCESSOR AGENCY TO THE SAN JUAN CAPISTRANO COMMUNITY REDEVELOPMENT AGENCY (Refer to Successor Agency Minutes) COUNCIL ACTION ITEMS: None. CITY COUNCIL REPORTS: • Council Member Ferguson reported on the following: Community Economic and Housing Development Committee of the Southern California Association of Governments (SCAG) Meeting; Native Sons of the Golden West Ceremony honoring the historic buildings — Esslinger Building and Judge Egan House; and attending the Halloween Skate Jam at the Community Center. • Council Member Patterson announced an upcoming Vector Control Meeting.
