REGULAR MEETING OF THE SAN JUAN CAPISTRANO
COMMUNITY REDEVELOPMENT AGENCY
BOARD OF DIRECTORS
The Regular Meeting of the Board of Directors of the City of San Juan Capistrano Redevelopment
Agency was called to order by Chairman Swerdlin at 7:55 p.m. in the City Council Chamber.

Wyatt Hart, Director
Gil Jones, Director
ABSENT: None
STAFF PRESENT: George Scarborough, Executive Director, Thomas Tomlinson' Deputy Director;
Richard K. Denhalter, Agency Counsel; Cynthia L. Pendleton, Finance Officer; Cheryl Johnson,
Agency Secretary; William Huber, Director of Engineering and Building Services; Joe Arranaga,
Director of Public Lands and Facilities.
It was moved by Director Hart, seconded by Director Nash, that the staff recommendations be
accepted for the following items listed on the Consent Calendar. The motion carried by the following
vote:
AYES: Directors Jones, Hart, Nash, Campbell,
and Chairman Swerdlin
NOES: None
ABSENT: None
The Minutes of the Regular Meeting of September 3, 1996, were approved as submitted.
2. RECEIVE AND FILE WARRAhS OF SEPTEMBER 11._199 0930
The List of Demands dated September 11, 1996, in the total amount of $21,872.11, was
ordered received and filed.

CLOSED SESSION
The Board recessed at 7:56 p.m., to reconvene the City Council meeting and convened in Closed
Session at 9:15 p.m. for the following purposes, as authorized by statute:
1. Converence with Real Property Negotiator pursuant to Government Code Section 54956.8,
for property known as the Old Elementary School site located at the corner of EI Camino
Real and Acjachema, Parcels A & B on Parcel Map 80-853, and related parcels with
negotiating parry Capistrano Unified School District, to consider price and terms of payment.
2. Conference with Real Property Negotiator pursuant to Government Code Section 54956.8,
for Assessor Parcel Nos. 121-240-202 and 121-240-139 with negotiating party Solag, to
consider price and terms of payment.
3, Conference with Real Property Negotiator pursuant to Government Code Section 54956.8,
for property located at 26701 Verdugo Street with negotiating party Burrage, to consider
price and terms of payment.
4, Conference with Legal Counsel - Existing Litigation, pursuant to Government Code Section
54956,9, for the case known as McLaughlin, etc., et al v. San Juan Capistrano Community
Redevelopment Agency, et al.
S. Conference with Legal Counsel - Anticipated Litigation pursuant to Government Code
Section 54956.9(b), for signification exposure to litigation iin 2 cases, and Government Code
Section 54956.9(c), the initiation of litigation in 2 cases.
The Agency Secretary was excused from the Closed Session; the meeting reconvened at 10:21 p.m.
BOARD ACTIONS FOLLOWING CLOSED SESSION
With regard to item #4, Mr. Denhalter noted that the trial was held two months ago. The Agency had
received a victorious decision on the liability aspects of the case. There was no action to report on
the remaining items.
ADJOURNMENT
There being no further business before the Board, the meeting was adjourned at 10:21 p.m. to the
next regular meeting date of Tuesday, October 15, 1996, at 7:00 p.m., in the City Council Chambers.
