ADJOURNED REGULAR MEETING OF THE SAN JUAN CAPISTRANO
COMMUNITY REDEVELOPMENT AGENCY
BOARD OF DIRECTORS
The Adjourned Regular Meeting of the Board of Directors of the San Juan Capistrano
Community Redevelopment Agency was called to order by Mayor Jones at 7:00 p.m., in
the San Juan Hot Springs Dance Hall to conduct a joint public hearing with the City
Council relative to the 1992-97 Fiscal Budget.

PUBLIC HEARINGS
1. JOINT PUBLIC HEARING - INTRODUCTION OF THE FISCAL BUDGET FOR
THE FIVE YEARS BEGINNING JULY 1 o 1992 AND ENDING JUNE 3021997
Written Communications:
Report dated June 9, 1992, from the Assistant City Manager, noting that the Agency
proposed to be involved in the coordination of several projects, including the
Historic Town Center Master Plan, the coordination of the rehabilitation and
construction of low-income housing in the Los Rios area, and the disposition of
Agency property in the downtown. In addition, a comprehensive housing program
will be developed for low- and moderate -income housing to meet the 20% set-aside
requirements. The report set forth the primary expenditures for Specialized
Services and anticipated revenues from tax increment and mortgage proceeds.
Executive Director Comments:
The Executive Director reviewed the proposed Agency budget noting that 1992093
reflected a conservative climate. He advised that Agency had a proposed
administrative budget of $684,950. He cited the priorities as follows:
(1) Disposition of Agency Assets;
(2) Relocation of Solag;
(3) Construction of the Railroad Platform, noting that the construction contract
was approved on June 2, 1992;
(4) Undertaking of a downtown parking program;
(5) Continuing to explore options to assist residents of mobile home parks who

wish to acquire their parks;
(6) Construction of the Los Rios Entry Plaza, noting that the project was moving
ahead;
(7) Little Hollywood Housing; and,
(8) Library Parking Lot.
Public Hearing:
Notice having been given as required by law, Mayor Jones opened the Joint Public
Hearing and the following persons responded in support of their organization's
request for funding:
(1) Richard Ruiz, South County Community Clinic;
(2) Tony Forster, President, San Juan Historical Society;
(3) Helen McMullen, President, Capistrano Indian Council;
(4) Tom Crane, Chamber of Commerce;
(5) Jim Harrison, Community Counseling Center;
(6) Lee Steelman, President, South Orange County Human Services Council.
Board Comment:
Chairman Friess spoke in support of the Mary Erickson Foundation and requested
staff investigate the possibility of using Community Redevelopment Agency set-
aside monies to assist the Mary Erickson Foundation. Mayor Jones stated his
position that the Chamber of Commerce's proposal for a Visitor's Center
notwithstanding, contributions to the Chamber should be discontinued, and advised
he had held that position in past years. The Board discussed and generally concurred
with the proposed to commence a seniors volunteer program and that program's
support of certain police functions.
Continuation of Public Hearing:
With the consensus of the Board, Mayor Jones directed that the Public Hearing be
continued to the next regular meeting date of June 16, 1992.
ADJOURNMENT
There being no further business before the Board, the meeting was adjourned at 7:55
p.m., to the next regular meeting date of Tuesday, June 16, 1992, at 7:00 p.m., in the
City Council Chamber.

NOTICE IS HEREBY GIVEN that the Board of Directors of the San Juan
Capistrano Community Redevelopment Agency, at its regular meeting of June 2, 1992,
adjourned said meeting to Tuesday, June 9, 1992, at 7:00 p.m., at the San Juan Hot
Springs Dance Hall, 32506 Paseo Adelanto, San Juan Capistrano.
