REGULAR MEETING OF THE SAN JUAN CAPISTRANO
COMMUNITY REDEVELOPMENT AGENCY
BOARD OF DIRECTORS
The Regular Meeting of the Board of Directors of the City of San
Juan Capistrano Redevelopment Agency was called to order by
Chairman Buchheim at 7:22 p.m. in the City Council Chamber.

MINUTES
Regular Meeting of -September 17, 1991:
It was moved by Vice Chairman Buchheim, seconded by Director
Vasquez, that the Minutes of the Regular Meeting of September 17,
1991, be approved as submitted. The motion carried by the
following vote:
AYES: Directors Friess, Hausdorfer, Jones,
Vasquez, and Chairman Buchheim

ABSENT: None
PUBLIC HEARINGS
1. JOINT PUBLIC HEARING WITH THE CITY COUNCIL - PROPOSED
AMENDMENT TO THE DISPOSITION AND DEVELOPMENT AGREEMENT AND
PROMISSORY NOTE PRICE CLUB 600.40
This hearing was conducted jointly with the City Council.
Proposal•
Hearing held pursuant to Health and Safety Code Section
33000, et seq., to consider a request from the Price Company

to accommodate construction of a Price Club in Irvine in an
area within a 10 -mile radius of the City limits. The
proposed amendment to the existing Disposition and
Development Agreement between the Price Company and the
Agency would a) provide the Agency with an additional $50,000
in sales tax in the event that a Price Club opens in the City
of Irvine, which is within 10 miles of the incorporated
boundaries of San Juan Capistrano, and b) waive the right of
the Agency to discharge the Promissory Note.
Written Communication:
Report dated October 1, 1991, from the Executive Director,
forwarding the proposed agreement for the Price Company to
construct another Price Club within 10 miles of the City
boundaries at the Irvine site only.
Mr. Julian made an oral presentation.
Public Hearing:
Notice having been given as required by law, Mayor Friess
opened the Public Hearing, and there being no response,
closed the hearing.
Approval of Amendment to Agreement:
It was moved by Director Hausdorfer, seconded by Director
Jones, that the following Resolution be adopted:
RESOLUTION NO. CRA 91-10-1-1. AMENDING PRICE
COMPANY DISPOSITION AND DEVELOPMENT AGREEMENT - A
RESOLUTION OF THE SAN JUAN CAPISTRANO REDEVELOPMENT
AGENCY, APPROVING AN AMENDMENT TO THE DISPOSITION
AND DEVELOPMENT AGREEMENT AND PROMISSORY NOTE WITH
THE PRICE COMPANY
The motion carried by the following vote:

It was moved by Director Hausdorfer, seconded by Director
Jones, and unanimously carried that the Lists of Demands

dated August 20 and September 19, 1991, in the total amounts
of $391.03 and $4111643.72, respectively, be received and
filed.
2. RECEIVE AND FILE CASH BALANCES BY FUND FOR AUGUST 1991

The Finance Officer's Report of Cash Fund Balances for the
month of August 1991 in the total amount of $35,302.47 was
received and filed.
3. SAN JUAN SALOON - SELECTION OF CANDIDATE FOR EXCLUSIVE
NEGOTIATION (600.40)
Written Communication:
Report dated October 1, 1991, from the Community Development
Manager, recommending that staff enter into exclusive
negotiations with Vaquero West for future tenancy at the San
Juan Saloon site. Pursuant to Council direction on
September 17th, staff had further interviewed the South
Orange County Community Theater. The report set forth staff
concerns with the South Orange County Community Theater
proposal and noted that the Civic Center Master Plan included
a performing arts facility, which might accommodate the needs
of the South orange County Community Theater.
Cassandra Walker, Community Development Manager, made an oral
presentation.
Mr. Julian stated that the theater would be an asset to the
community and suggested that the old High School site might
be an appropriate location for the theater since the City
owns the property and the site has been designated for civic
and cultural center uses. He further noted that as opposed
to the old high school site, the San Juan Saloon site would
be a lease arrangement only.
Public Input:
(1) Ms. B. .J. Scott, President of SOCCT, introduced the
founding members of the theater and spoke in favor of
locating the theater in San Juan Capistrano. She cited
concerns regarding the old High School site.
(2) Doug Danielson, 27130-A Paseo Espada, architect for
Vaquero West, stated that Vaquero West would be the
better use for the San Juan Saloon site, particularly
in view the financial commitment and preservation of the
character of the building.
(3) Marge Anderson spoke in support of locating the South
Orange County Community Theater in San Juan Capistrano.

(4) Anita Adkisson, 31.211 Calle Del Campo, spoke in support
of Vaquero West and noted that activities other than the
sale of western gear would take place at the store.
(5) Mike Rosenberger, 27703 Ortega Highway, spoke in favor
of Vaquero West and finding a different location for the
South Orange County Community Theater in the City.
(6) Sandy Sulver spoke in support of locating the South
Orange County Community Theater in San Juan Capistrano.
(7) Tom Crane, president and general manager of Capistrano
Dodge, spoke in favor of Vaquero West and finding a
different location for the South Orange County Community
Theater in the City.
(8) Carrie Pulhammer requested that the City actively pursue
a permanent location for the South Orange County
Community Theater in San Juan Capistrano.
(9) Don Tryal, 27539 Paseo Mimosa, spoke in favor of Vaquero
West, stating it would generate more sales tax revenue
for the City.
(10) Bill Hardy, 26523 Calle Lorenzo, spoke in favor of
finding a different location for the South Orange County
Community Theater in the City.
Council Comments:
Director Jones stated that he supported locating the theater
in San Juan Capistrano at a location other than the San Juan
Saloon, and offered his assistance to South Orange County
Community Theater. There was a consensus with Director
Vasquez's suggestion that staff be directed to assist the
South Orange County Community Theater in locating a permanent
home for their theater in San Juan Capistrano.
Authorization to Enter into Exclusive Negotiationswith
Vaquero West•
It was moved by Director Jones, seconded by Director
Hausdorfer, and unanimously carried that staff be directed
to enter into exclusive negotiations with Vaquero West as
tenant for the San Juan Saloon site.
4. APPROVAL OF MANAGEMENT SERVICES AGREEMENT - LITTLE HOLLYWOOD
HOUSING (TONY ALARCON)_(600.40)
Written Communication:
Report dated October 1, 1991, from the Finance Officer,
recommending that the contract with Tony Alarcon be extended

for two years to act as liaison between the Agency and the
Little Hollywood residents and to provide recommendations
relative to the needs of those residents, particularly in the
area of rehabilitation and addition of affordable housing in
the Little Holly/Los Rios area.
Approval of Agreement:
It was moved by Director Hausdorfer, seconded by Director
Jones, and unanimously carried that the "Agreement for
Management Services - Little Hollywood Housing" with Tony
Alarcon be approved for a two-year period ending
September 30, 1993, in the amount of $250 per month.
ADJOURNMENT
There being no further business before the Board, the meeting was
adjourned at 8:03 p.m. to the next regular meeting date of
Tuesday, October 15, 1991, at 7:00 p.m. in the City Council
Chamber.
