91-0611_CRA_Minutes_Adjourned Regular Meeting3095 JUNE 11, 1991 ADJOURNED REGULAR MEETING OF THE SAN JUAN CAPISTRANO COMMUNITY REDEVELOPMENT AGENCY BOARD OF DIRECTORS The Adjourned Regular Meeting of the Board of Directors of the San Juan Capistrano Community Redevelopment Agency was called to order by Mayor Friess at 7:00 p.m., in the San Juan Hot Springs Dance Hall to conduct a joint public hearing with the City Council relative to the 1991-96 Fiscal Budget. ROLL CALL PRESENT: Lawrence F. Buchheim, Chairman Gil Jones, Vice Chairman Kenneth E. Friess, Director Jeff Vasquez, Director ABSENT: Gary L. Hausdorfer, Director STAFF PRESENT: Stephen B. Julian, Executive Director; Thomas Tomlinson, Acting Deputy Director; David Bentz, Finance Officer; Jeffrey Parker, Acting Agency Secretary; George Scarborough, Assistant City Manager; Cheryl Johnson, City Cleric; William Huber, Director of Engineering and Building Services; Al King, Director of Community Services; Ron Sievers, Director of Public bands and Facilities. PUBLIC HEARINGS 1. JOINT PUBLIC HEARING - REVIEW OF THE FISCAL BUDGET FOR THE FIVE YEARS BEGINNING JULY 1 1991 AND ENDING JUNE -3-0,--1 9-6 X330.70 Written Communications: Report dated June 11, 1991, from the Assistant to the City Manager, advising that the proposed budget intended that the primary use of the tax increment would be toward the current debt service. The report noted major projects for the Agency and set forth primary expected expenditures and revenues. Public Hearing: Notice having been given as required by law, Mayor Friess opened the joint public hearing and the following persons addressed Council in support of funding requests: 1. Tom Breen, 28041 Paseo Aldanza, representing the Fran Joswick Therapeutic Riding Center; 2. Hellen McMullen, 32162 Avenida Los Amigos, President of the Capistrano Indian Council; 3. Judy Friesen, Program Director, representing CSP Youth Shelter; 4. Lori Shearer, 27702 Paseo Esteban, representing the Coast Ballet Theater; 5. Gary Busby, representing the Master Chorale of Orange County; 6. Bob Carrubba, Executive Director, Community Counseling Center; -1- 6/11/91 7. Mike Udkovich, 33741 Connemara Drive, representing the San Juan Capistrano Chamber of Commerce; 8. Ray Valadez, l Crested Butte Drive, Laguna Niguel, presenting South Orange County Patriots, Junior Ail -American Football; 9. Jack Pike, 31517 Aguacate, representing the Decorative Arts Center; 10. Lee Steelman, President of the South Orange County Community Services Counc it; 11. Brian McInerney, 26372 Calle Lucana, representing the South County Community Clinic; 12. Luis Arrellano, representing the Community Counseling Center. Continuation of Public Hearing: There being no further response, it was moved by Director Jones, seconded by Director Buchheirn and unanimously carried that the public hearing be continued to the meeting of June 18, 1991. ADJOURNMENT There being no further business before the Board, the meeting was adjourned at 8:03 p.m., to the next regular meeting date of Tuesday, June 18, 1991, at 7:00 p.m., in the City Council Chamber.
