REGULAR MEETING OF THE SAN JUAN CAPISTRANO
COMMUNITY REDEVELOPMENT AGENCY
BOARD OF DIRECTORS
The Regular Meeting of the Board of Directors of the City of San
Juan Capistrano Redevelopment Agency was called to order by
Chairman Buchheim at 8:01 p.m. in the City Council Chamber.
ROLL CALL: PRESENT: Lawrence F. Buchheim, Chairman
Gil Jones, Vice Chairman
Kenneth E. Friess, Director
Gary L. Hausdorfer, Director
Jeff Vasquez, Director
ABSENT: None

Merrell, Deputy Director; Jeffrey C. Parker, Acting Agency
Secretary; Cheryl Johnson, City Clerk; George Scarborough,
Assistant City Manager; David Bentz, Finance Officer; John R.
Shaw, City Attorney; Ray Wellington, interim Director of Engineer-
ing and Building Services; Ronald C. Sievers, Director of Public
Lands and Facilities; Al King, Director of Community Services;
Nancy Bernardi, Recording Secretary.
MINUTES
Regular Meeting of Jgnudry 15, 1991:
It was moved by Chairman Buchheim, seconded by Director
Hausdorfer, that the Minutes of the Regular Meeting of January 15,
1991, be approved as submitted. The motion carried by the
following vote:
AYES: Directors Friess, Hausdorfer, Jones,
Vasquez, and Chairman Buchheim
NOES: None
ABSENT: None
Regulate fteetina of February 5. 1991:
It was moved by Chairman Buchheim, seconded by Director
Hausdorfer, that the Minutes of the Regular Meeting of February
5, 1991, be approved as submitted. The motion carried by the
following vote:
AYES: Directors Friess, Hausdorfer, Jones,
Vasquez, and Chairman Buchheim

1. APPROVAL OF W TS 300.30
It was moved by Director Hausdorfer, seconded by Director
Friess, and unanimously carried to approve the List of
Demands dated February 7, 1991, in the total amount of
$123,569.09.
2. RAILROAD PLA FORM DESIGN AGRE MENTBLAIR BALLARD ARCHITECTS

Director Jones abstained from discussion due to a conflict of
interest.

Report dated February 19, 1991, from the Community Develop-
ment Manager, forwarding the Agreement for Consulting
Services between the Agency and BlaLr Ballard Architects for
the design of the railroad platfor-n-i project. Construction
of the Railroad Platform was estir,..ted at $260,000. Under
the Owner Participation Agreement, the Franciscan Plaza
Investment Group was required to finance approximately
$35,000 toward the Railroad Platform design and landscaping.
The Agency's application to Caltrans for a Transportation
Capital Improvement grant had been recommended for funding
in the amount of $275,000.
Cassandra Walker, Community Development Manager, made an oral
presentation.

It was moved by Director Hausdorfer and seconded by Director
Friess and carried with Councilman Jones abstaining to
approve the Agreement for Consulting Services with Blair
Ballard Architects for the design and working drawings for
the railroad platform.
ADJOURNMENT
There being no further business before the Board, the meeting was
adjourned at 8:07 p.m. to the next regular meeting date of
Tuesday, March 5, 1991, at 7:00 p.m. in the City Council Chamber.
