90-0612_CRA_Minutes_Adjourned Regular Meeting263 JUNE 12, 1990 ADJOURNED REGULAR MEETING OF THE SAN JUAN CAPISTRANO COMMUNITY REDEVELOPMENT AGENCY BOARD OF DIRECTORS The Adjourned Regular Meeting of the Board of Directors of the San Juan Capistrano Community Redevelopment Agency was conducted concurrently with the Adjourned Regular Meeting of the City Council and was called to order by Mayor Hausdorfer at 7:05, in the San Juan Hot Springs Dance Hall for review of the 1990-1995 budget. ROLL CALL PRESENT: Kenneth E. Friess, Chairman Gary L. Hausdorfer, Vice Chairman Anthony L. Bland, Director Lawrence F. Buchheim, Director ABSENT: Phillip R. Schwartze, Director STAFF PRESENT: Stephen B. Julian, Executive Director; Thomas G. Merrell, Deputy Director; Jeffrey Parker, Acting Agency Secretary; David Bentz, Finance Officer; George Scarborough, Assistant City Manager; William D. Murphy, Director of Public Works; Thomas L. Baker, Director of Community Services; Cheryl 3ohnson, Deputy City Clerk. BOARD ACTIONS 1. REVIEW OF FISCAL BUDGET FOR THE FIVE YEARS BEGINNING JULY 1 1990, AND ENDING JUNE 30, 1995 330.70 The Board received copies of the proposed 1994-91 Fiscal Budget. The City Manager made an oral report, noting that the proposed 1990-91 budget, which included the Operating Budgets, the Capital Improvement Program budgets, the Community Redevelopment Agency Budget, the Sewer Enterprise Fund and all other budgets, was approximately $37,000,000. The proposed budget projected revenues of $11,591,024 and expenditures of $11,585,500 and basically reflected a balanced budget. He noted that there was an increase of $275,000 in sheriff services for the forthcoming year, which did not include an increase in service. No new programs had been authorized other than revenue -generating programs; during the course of the year additional revenue sources would be presented. He advised that the primary focus of the meeting was to receive input from the community organizations requesting funds. Final action on the budget was scheduled for the meeting of June 26, 1990. The following persons addressed Council in support of funding requests: 1. Dick Ruiz, representing the South County Community Clinic; 2. Janice Nikitin, representing the Dana Hills High School Grad Nite Committee; 3. Hal Joseph, President of Capistrano Valley Symphony; -1- 6/12/90 4. Dave Tall, a new homeowner in Hunter's Creek, requested funds to improve a neighborhood park proposed by the developer, to complete San Juan Creek Road median landscaping, and to complete the bike trail along San Juan Creek Road to Ambuehl School .� 5. Bunnie Lane, representing Coast Ballet. Theater; 6. Judy Truxin, presenting CSP Youth Shelter in Laguna Beach; 7. Bob Carrubba, Executive Director, Community Counseling Center; 8. Luis Arrellano, representing the Community Counseling Center; 9. Lee Steelman, President, South Orange County Community Services Council; 10. Dorothy Williams, President, San Juan Capistrano Chamber of Commerce; 11. Jack Pike, representing the Decorative Arts Center; 12. Carol Quintana, Program Director, Adult Day Health Care Center of South Orange County. ADJOURNMENT There being no further business before the Board, the meeting was adjourned at 8:00 p.m., to the next regular meeting date of Tuesday, June 19, 1990, at 7:00 p.m., in the City Council Chamber.
