REGULAR MEETING OF THE SAN JUAN CAPISTRANO
COMMUNITY REDEVELOPMENT AGENCY
BOARD OF DIRECTORS
The Regular Meeting of the Board of Directors of the City of San
Juan Capistrano Redevelopment Agency was called to order by
Chairman Friess at 7:15 p.m. in the City Council Chamber.

MINUTES
Regular Meeting of April 18, 1989:
It was moved by Director Hausdorfer, seconded by Director Bland,
that the Minutes of the Regular Meeting of April 18, 1989, be
approved as submitted. The motion carried by the following
vote:
AYES: Directors Bland, Buchheim,
Hausdorfer, and Chairman Friess

ABSENT: None
ABSTAIN: Director Schwartze

BOARD ACTIONS
1. APPROVAL OF WARRANTS (300.30)
it was moved by Director Buchheim, seconded by Director
Bland, and unanimously carried to approve the List of
Demands dated April 20, 1989, in the total amount of
$91,547.50.
2. ARCHAEOLOGICAL REPORT - HISTORIC TOWN CENTER (400.20)
Written Communication:
Report dated May 2, 1989, from the Deputy Director,
recommending that the completed Extended Phase I report be
received and filed and that recommendations be received
from Agency staff, boards, and commissions regarding
appropriate measures to protect the cultural resources on
the site. Several significant historic and prehistoric
resources were uncovered by the investigation.
The City Manager noted that the receipt of this report by
the Council did not infer approval or denial of the
findings and that it is not a complete document but part
of a more comprehensive plan. He recommended that the
document be submitted to the Cultural Arts and Heritage
Commission for their review and input, as well as to any
interested groups. Because of the document's length,
personal copies will be available for purchase at $40 each,
representing publication costs. However, copies will be
made available for review at the City Clerk's Office, and
the library.
Director Hausdorfer recommended that the City Council
consider appointing an archaeological firm, recommended by
staff, to conduct an independent assessment of the report.
Bob Dunn, 31402 La Calera, representing Friends of Historic
San Juan, complimented the City's attitude toward the
difficult situation regarding the City's need to generate
revenue and its consideration of the historical importance
of the area. He added that his group plans to submit their
recommendations upon review of the report.
Approval to Receive and File Report:
It was moved by Director Hausdorfer, seconded by Director
Buchheim, and unanimously carried that:

1. The report prepared by LSA entitled, San Juan
CaRistrano..Historic Town Center Cultural Resources
Report Extended Phase I be received and filed;
2. The report be forwarded to the Cultural Arts and
Heritage Commission for their review and comment
regarding appropriate measures to protect the cultural
resources on site, with a copy to be submitted to the
Chairman of other appropriate boards and commissions;
and
3. Staff is to recommend an archaeological firm to be
retained by the City to conduct an independent
assessment of the report.
ADJOURNMENT
There being no further business before the Board, the meeting
was adjourned at 7:27 p.m. to the next regular meeting date of
Tuesday, May 16, 1989, at 7:00 p.m. in the City Council Chamber.
