REGULAR MEETING OF THE BAN JUAN CAPISTRANO
COMMUNITY REDEVELOPMENT AGENCY
BOARD OF DIRECTORS
The Regular Meeting of the Board of Directors of the City of San
Juan Capistrano Redevelopment Agency was called to order by
Chairman Friess at 9:02 p.m. in the City Council Chamber.
ROLL CALL: PRESENT: Kenneth E. Friess, Chairman
Gary L. Hausdorfer, Director
Anthony L. Bland, Director
Lawrence P. Buchheim, Director
ABSENT: Phillip R. Schwartze, Director
STAFF PRESENT: Stephen B. Julian, Executive Director; Thomas G.
Merrell, Deputy Director; George Scarborough, Assistant City
Manager; Robert G. Boone, Director of Administrative Services;
John R. Shaw, City Attorney; William D. Murphy, Director of
Public Works; Thomas L. Baker, Director of Community Services;
Cheryl Johnson, Deputy City Clerk; Nancy Bernardi, Recording
Secretary.
MINUTES
Regular Meeting of April 4. 1989:
It was moved by Director Hausdorfer, seconded by Director
Buchheim, that the Minutes of the Regular Meeting of April 4,
1989, be approved as submitted. The motion carried by the
following vote:
AYES: Directors Bland, Buchheim,
Hausdorfer, and Chairman Friess
NOES: None
ABSENT: Director Schwartze

It was moved by Director Buchheim, seconded by Director
Hausdorfer, and unanimously carried to approve the List of
Demands dated April 6, 1989, in the total amount of
$51,262.39.
2. STAFF ARCHEOLOGICAL CONSULTANT 600.40
Written Communication:
Report dated April 18, 1989, from the Deputy Director,
recommending that the City hire an archeological consultant
to provide the necessary expertise to oversee and develop
a detailed cultural resource plan for the City.
The Executive Director made an oral presentation, stating
that as soon as submittals are received, they will be
presented for Agency approval.
Bob Dunn, 31402 La Calera, representing Friends of Historic
San Juan, felt that the consultant hired should not only
have expertise in the field, but be dedicated in the
preservation of findings and not just "rubberstamp"
projects. Mr. Dunn recommended Professor Nicholas
Magalousis who has major interest in the archaeological
preservation of California's heritage.
Approval of Request for Propos:
It was moved by Director Bland, seconded by Director
Hausdorfer, and unanimously carried that staff be
authorized to proceed with the distribution of the Request
for Proposal and selection of an archeology consultant.
CLOSED SESSION
The Agency recessed to a Closed Session at 9:08 p.m. for
discussion of property acquisition, Capistrano Depot, the Deputy
City Clerk being excused therefrom, and reconvened at 10:13 p.m.

There being no further business before the Board, the meeting
was adjourned at 11:23 p.m. to the next regular meeting date of
Tuesday, May 2, 1989, at 7:00 p.m. in the City Council Chamber.
