86-0506_CRA_Minutes_Regular MeetingMAY 6 1986 339, REGULAR MEETING OF THE SAN JUAN CAPISTRANO COMMUNITY REDEVELOPMENT AGENCY BOARD OF DIRECTORS The Regular Meeting of the Board of Directors of the San Juan Capistrano Community Redevelopment Agency was called to order by Chairman Hausdorfer at 9:10 p.m., in the City Council Chamber. ROLL CALL PRESENT: Gary L. Hausdorfer, Chairman Lawrence F. Buchheim, Vice Chairman Anthony L. Bland, Director Kenneth E. Friess, Director ABSENT: Phillip R. Schwartze, Director STAFF PRESENT: Stephen B. Julian, Executive Director; Thomas G. Merrell, Deputy Director; Mary Ann Hanover, Agency Secretary; Robert G. Boone, Finance Officer; William D. Murphy, Director of Public Works; Thomas L. Baker, Director of Community Services; John R. Shaw, City Attorney; Glenn Southard, Assistant City Manager; Cheryl Johnson, Recording Secretary. MINUTES Regular Meeting of April 15, 1986: It was moved by Director Buchheim, seconded by Director Friess, that the Minutes of the Regular Meeting of April 15, 1986, be approved as submitted. The motion carried by the following vote: AYES: Directors Bland, Friess, Buchheim, and Chairman Hausdorfer NOES: None ABSENT: Director Schwartze BOARD ACTIONS 1. APPROVAL OF WARRANTS (202.2) 2. It was moved by Director Buchheim, seconded by Director Bland, and unanimously carried to approve the List of Demands dated April 23, 1986, Warrant Register No. 86-102, in the total amount of $229,008.82. INITIATION OF REDEVELOPMENT PLAN AMENDMENT 86-1 (GREAT WESTERN/PRICE CLUB PROPERTY) (307.23) Written Communications: Report dated May 6, 1986, from the Deputy Director, advising that due to the deteriorated and/or nonexistent utility -1- 5/6/86 4 0 infrastructure, consideration should be given to a Redevelopment Plan Amendment to include the Great Western (formerly Davis-Fainbarg) property, located at the south City limits between Camino Capistrano and the Santa Fe railroad tracks. The report forwarded a tentative review schedule for the Amendment. The report also advised that the Environmental Review Board had determined that a focus Environmental Impact Report would be required for review of the Amendment and subsequent General Plan Amendment and Price Club development plans. A resolution ratifying the Environmental Review Board's environmental determination was included with the report. Initiation of Redevelopment Plan Amendment 86-1: it was moved by Director Friess, seconded by Director Buchheim and unanimously carried to initiate consideration of Redevelopment Plan Amendment 86-1 to include the Great Western property, noting that such inclusion is for review purposes only and that the Redevelopment Plan Amendment will be subject to the required public review and approval process. The proposed Redevelopment Plan Amendment was referred to the Planning Commission for review of a Preliminary Plan for the area. Focus Environmental Impact Report_: It was moved by Director Friess, seconded by Director Buchheim that the following Resolution be adopted: RESOLUTION NO. CRA 86-5-6-1, REDEVELOPMENT PLAN AMENDMENT 86-1 - FOCUS ENVIRONMENTAL IMPACT REPORT (GREAT WESTERN/PRICE CLUB) - A RESOLUTION OF THE SAN JUAN CAPISTRANO COMMUNITY REDEVELOPMENT AGENCY, DETERMINING THAT A FOCUS ENVIRONMENTAL IMPACT REPORT IS REQUIRED FOR REVIEW OF REDEVELOPMENT PLAN AMENDMENT 86-1 (GREAT WESTERN/PRICE CLUB) The motion carried by the following vote: AYES: NOES: ABSENT: CLOSED SESSION Directors Bland, Friess, Buchheim, and Chairman Hausdorfer None Director Schwartze The Board recessed at 9:13 p.m., to reconvene the City Council meeting. The Board convened in a Closed Session at 11:15 p.m., for discussion of acquisition of the Cappello property located in the Los Rios Area, negotiator Water Cappello, the Agency Secretary being excused therefrom, and reconvened at 11:51 p.m. -2- 5/6/86 3 ADJOURNMENT 4:1 There being no further business before the Board, the meeting was adjourned at 11:51 p.m., to the next meeting date of Tuesday, May 20, 1986, at 7:00 p.m., in the City Council Chamber.
