85-0625_CRA_Minutes_Adjourned Regular Meeting265 JUNE 25, 1985 ADJOURNED REGULAR MEETING OF THE SAN JUAN CAPISTRANO COMMUNITY REDEVELOPMENT AGENCY BOARD OF DIRECTORS The Adjourned Regular Meeting of the Board of Directors of the San Juan Capistrano Community Redevelopment Agency was called to order by Mayor Schwartze at 7:00 p.m., in the San Juan Hot Springs Dance Hall. ROLL CALL PRESENT: Lawrence F. Buchheim, Vice Chairman Anthony L. Bland, Director Phillip R. Schwartze, Director ABSENT: Gary L. Hausdorfer, Chairman Kenneth E. Friess, Director STAFF PRESENT: Stephen B. Julian, Executive Director; Mary Ann Hanover, Agency Secretary; Robert G. Boone, Finance Officer; Glenn Southard, Assistant City Manager; William D. Murphy, Director of Public Works; Thomas Baker, Director of Community Services; Cheryl Johnson, Recording Secretary. PUBLIC HEARING 1. JOINT PUBLIC HEARING - 1985-90 FISCAL BUDGETS, CITY OF SAN JUAN CAPISTRANO COMMUNITY REDEVELOPMENT AGENCY (205.85) Proposal: Review and adoption of the 1985-90 fiscal budgets for the City and the Community Redevelopment Agency; approval of allocations to community organizations; and, allocation of revenue sharing funds. Written Communications: (1) Report dated June 25, 1985, from the Finance Officer, forwarding the proposed 1985-86 Community Redevelopment Agency Statement of Projected Resources and Applications of Resources; and, the Debt Service Fund Budget for 1985-86. Review of Funds: Council reviewed proposed budgets for the Sewer Service Fund, the Internal Service Fund, the Debt Service Fund, and the Landscape Maintenance District Fund. The Director of Public Works advised that formal budgets for the Landscape Maintenance Districts would be presented at the meeting of July 16, 1985. -1- 6/25/85 ,..266 Review of Proposed Allocations to Community organizations: The City Manager advised that the request for funding in the amount of $18,000, submitted by the Chamber of Commerce, included $5,500 for purchase of Christmas decorations. He recommended that Council approve a basic allocation of $12,500 and consider funding for the $5,500 at a future date. He suggested funding for community organizations be approved as recommended in the total amount of $57,700 and that the recipients be requested to provide information regarding services provided to the community. Public Hearin: Notice having been given as required by law, Mayor Schwartze opened the Public Hearing and the following person responded: {1) Anne Schauwecker, President of the Historical Society, noted services provided by the Historical Society and urged approval of the funding request. There being no further response, Mayor Schwartze closed the Hearing with the right to re -open at any time. CRA 85-6-25-1, RECOMMENDING THE ADOPTION OF THE 1985-86 AGENCY ADMINISTRATIVE BUDGET - A RESOLUTION OF THE SAN JUAN CAPISTRANO COMMUNITY REDEVELOPMENT AGENCY RECOMMENDING ADOPTION OF AN ADMINISTRATIVE BUDGET FOR THE 1985-86 FISCAL YEAR AND AUTHORIZING EXPENDITURES AND APPROPRIATIONS RELATED THERETO INCLUDING THE COMPENSATION OF MEMBERS OF THE BOARD OF DIRECTORS, OFFICERS, EMPLOYEES, AND AGENTS OF THE AGENCY The motion carried by the following vote: AYES: Director Bland, Schwartze, and Vice Chairman Buchheim NOES: None ABSENT: Director Friess and Chairman Hausdorfer The Resolution recommended to the City Council the adoption of the Administrative Budget in the amount of $4,136,000 with an appropriation from the General Fund to the Agency of $836,000. -2- 6/25/85 267 ADJOURNMENT There being no further business before the Board, the meeting was adjourned at 7:30 p.m., to the next regular meeting date of Tuesday, July 2, 1985, at 7:00 p.m., in the City Council Chamber.
