REGULAR MEETING OF THE SAN JUAN CAPISTRANO
COMMUNITY REDEVELOPMENT AGENCY
BOARD OF DIRECTORS
The Regular Meeting of the Board of Directors of the San Juan
Capistrano Community Redevelopment Agency was called to order by
Chairman Schwartze at 8:29 p.m., in the City Council Chamber.

ABSENT: None
STAFF PRESENT: Stephen B. Julian, Executive Director; Thomas G.
Merrell, Deputy Director; Mary Ann Hanover, Agency Secretary;
Robert G. Boone, Finance Officer; William D. Murphy, Director of
Public Works; John R. Shaw, City Attorney; Cheryl Johnson,
Recording Secretary.
MINUTES
Regular Meeting of November 20, 1984:
It was moved by Director Buchheim, seconded by Director Friess,
that the Minutes of the Regular Meeting of November 20, 1984, be
approved as submitted. The motion carried by the following vote:
AYES: Directors Friess, Hausdorfer, and
Buchheim
NOES: None
ABSTAIN: Director Bland and Chairman Schwartze
ABSENT: None
BOARD ACTIONS
1. APPROVAL OF WARRANTS
(68.41) It was moved by Director Buchheim, seconded by Director
Hausdorfer, and unanimously carried to approve the List of
Demands dated December 4, 1984, Warrant Register No. 85-061,
in the total amount of $913.99.

2. LANDSCAPE PLANS (ATCHISON, TOPEKA, AND SANTA FE RAILWAY
RIGHT -OF --WAY) (68.C74)
(68.74) Written Communications:
(68.88) (1) Report dated December 4, 1984, from the Deputy
Director, forwarding landscape plans and
specifications for landscaping of the railroad
right-of-way from the train depot to Del Obispo Street.
The proposed plans call for use of California native
plants and other drought resistant plants that have low
maintenance requirements. The report advised that
preparation of the plans would not exceed $1,650,
payable from Account No. 26-4720-009. The report
forwarded recommendations of approval from the Cultural
Arts and Heritage Commission and the Los Rios Review
Committee and advised that an arborculturalist and
landscape architect will be consulted regarding
Planning Commission concerns.
(2) Memorandum dated December 4, 1984, from the Deputy
Director, forwarding responses to questions and
concerns expressed by the Planning Commission at their
meeting of November 27, 1984, and advising that an
arborculturalist who had been consulted found the plans
to be acceptable.
Patricia Wilcox,,Assistant Planner, made an oral
presentation, noting the conditions imposed by the Santa Fe
Railroad and advising that Mike Evans, owner of the Tree of
Life Nursery, preparer of the plans and specifications, was
present to answer questions. The Deputy Director advised
that the Planning Commission had continued their review to
the first meeting in January, but suggested approval of the
plans in order to meet the planting schedule. He advised
that following Commission review a report of findings would
be submitted to the Board.
Approval of Plans/Authorization to Receive Bids:
It was moved by Director Hausdorfer, seconded by Director
Friess, and unanimously carried to approve the landscape
plans and specifications for the Santa Fe Railway
right-of-way and to authorize staff to receive bids.
3. APPRAISAL SERVICES STATUS REPORT - HISTORIC DOWNTOWN AREA
(68.68) Written Communications:
Report dated December 4, 1984, from the Deputy Director,
advising that an implementation program was developed to
encourage private and public investment in the historic town
center; that seven firms were invited to submit a proposal
for professional appraisal services. The report noted that
three firms responded with proposals ranging in cost from
$14,000 to $19,500. The proposals were being evaluated,
with a report and recommendation anticipated for the meeting
of January 8, 1985.

With the concurrence of the Board, Chairman Schwartze
ordered the report received and filed.
CLOSED SESSION
The Board recessed at 8:36 p.m., to reconvene the City Council
meeting. The Board convened in a Closed Session at 9:02 p.m., for
discussion of legal matters, the Agency Secretary being excused
therefrom, and reconvened at 10:01 p.m.
ADJOURNMENT
There being no further business before the Board, the meeting was
adjourned at 10:01 p.m., to the next regular meeting date of Tuesday,
December 18, 1984, at 7:00 p.m., in the City Council Chamber. That
meeting will be adjourned due to a lack of quorum and the next meeting
will be held on Tuesday, January 8, 1985.

the San Juan Capistrano Community Redevelopment Agency, all
members of said Agency being absent therefrom, the undersigned
Secretary thereupon declared said meeting adjourned to Wednesday,
January 2, 1985, at 7:00 P.M. in the Council Chamber of City
Hall, 32400 Paseo Adelanto, San Juan Capistrano, California.
