REGULAR MEETING OF THE SAN JUAN CAPISTRANO
COMMUNITY REDEVELOPMENT AGENCY
BOARD OF DIRECTORS
The Regular Meeting of the Board of Directors of the San Juan
Capistrano Community Redevelopment Agency was called to order by
Vice Chairman Schwartze at 8:30 p.m., in the City Council
Chamber.
ROLL CALL PRESENT: Phillip R. Schwartze, Vice Chairman
Anthony L. Bland, Director
Lawrence F. Buchheim, Director
Kenneth E. Friess, Director
ABSENT: Gary L. Hausdorfer, Chairman
STAFF PRESENT: Loretta Zimmerman, Acting Executive Director;
Thomas G. Merrell., Deputy Director; Robert G. Boone, Finance
Officer; Mary Ann Hanover, Agency Secretary; William D. Murphy,
Director of Public Works; James S. Okazaki, City Attorney; Cheryl
Johnson, Recording Secretary.
MINUTES
Adjourned Reqular Meetinq of September 29, 1983:
it was moved by Director Buchheim, seconded by Director Bland
that the Minutes of the Adjourned Regular Meeting of September
29, 1983, be approved as submitted. The motion carried by the
following vote:
AYES: Directors Friess, Bland, and Buchheim
NOES: None
ABSTAIN: Vice Chairman Schwartze
ABSENT: Chairman Hausdorfer
Adjourned Regular Meeting of October 6, 1983:
It was moved by Director Buchheim, seconded by Director Bland
that the Minutes of the Adjourned Regular Meeting of October 6,
1983, be approved as submitted. The motion carried by the
following vote:
AYES: Directors Friess, Bland, Buchheim, and
Vice Chairman Schwartze

BOARD ACTIONS
1. TAX INCREMENT AGREEMENT (COUNTY OF ORANGE) REDEVELOPMENT
PARTICIPATION AGREEMENT (CAPISTRANO UNIFIED SCHOOL DISTRICT)
(68.38) The Deputy Director advised that an accord had been reached
between the parties, but additional time was needed to
finalize the agreements.
2. ORAL PRESENTATION - LAND USE AND PARKING STUDY, HISTORIC
DOWNTOWN AREA
(68.68) Written Communications:
Report dated October 18, 1983, from the Deputy Director,
advising that the consultants, Moore Ruble Yudell, had
completed review and analysis of background information on
the Land Use and Parking Study for the Historic Downtown
Area.
With the aid of slides, Mr. Buzz Yudell made an oral
presentation on progress to date.
CLOSED SESSION
The Board recessed at 9:05 p.m., to reconvene the City Council
meeting. The Board convened in a Closed Session at 9:48 p.m.,
for discussion of legal matters, the Agency Secretary being
excused therefrom, and reconvened at 10:06 p.m.
BOARD ACTIONS
INITIATION OF REDEVELOPMENT PLAN AMENDMENT
(68.68) Written Communications:
Report dated October 18, 1983, from the Deputy Director,
requesting initiation of an amendment to the Redevelopment
Plan consisting of the following items:
(1) Modifications as a result of agreement with the
Capistrano Unified School District which would:
(a) Initiate a land use amendment to the San Juan
Elementary School.
(b) Extend the life of the Redevelopment Plan from
35 to 45 years.
(c) Add certain capital improvement projects.
(2) Modifications adjusting the revenue and debt limit to
cover bonding capacity for all projects in the
Redevelopment Plan.

(3) Amendment to Redevelopment Plan Boundary as a result of
citizen requests during Redevelopment Plan adoption to
exclude the Gus Owens property from the redevelopment
Initiation of Amendment:
It was moved by Director Buchheim, seconded by Director
Friess and unanimously carried to indicate that the three
items will be included for consideration in Redevelopment
Plan Amendment 83-1, noting that such inclusion is for
review purpose only and will be subject to the required
public review and approval process.
ADJOURNMENT
There being no further business before the Board, the meeting was
adjourned at 10:07 p.m., to the next meeting date of Tuesday, October
25, 1983, at 7:00 p.m., in the City Council Chamber.
