ADJOURNED REGULAR MEETING OF THE SAN JUAN CAPISTRANO
COMMUNITY REDEVELOPMENT AGENCY BOARD OF DIRECTORS
The Adjourned Regular Meeting of the Board of Directors of the
San Capistrano Community Redevelopment Agency was called to order
by Director Bland at 7 : 07 p.m. , in the San Juan Hot Spring Dance
Hall. There was a consensus of the Board that Director Bland act
as Chairman.
ROLL CALL PRESENT: Anthony L. Bland, Acting Chairman
Lawrence F. Buchheim, Director
Kenneth E. Friess , Director
ABSENT: Gary L. Hausdorfer, Chairman
Phillip R. Schwartze, Vice Chairman
STAFF PRESENT: Stephen B. Julian, Executive Director; Thomas G.
Merrell , Deputy Director; Robert G. Boone, Finance Officer;
Thomas Clark, Legal Counsel; Cheryl Johnson, Deputy Agency
Secretary.
CLOSED SESSION
The Board recessed to a Closed Session at 7 : 07 p.m. , for
discussion of legal matters, the Deputy Agency Secretary being
excused therefrom, and reconvened at 8: 37 p.m.
BOARD ACTIONS
The Executive Director made an oral report, citing the major
aspects of the agreements with the Capistrano Unified School
District and the Saddleback Community College District, and
advised that the County Counsel was in the process of reviewing
the Tax Increment Agreement between the Agency and the County;
that a formal agreement may not be ready until the first meeting
in November. He noted that, the ramifications of the pending
lawsuits from the Capistrano Unified School District and the
Saddleback Community College District having been discussed in
Closed Session and the agreements and language reviewed in
detail, there were no substantial problems and recommended the
agreements be approved in concept and scheduled for approval by
the full Agency Board at the meeting of October 6th, subject to
approval by the respective Boards and dismissal of the pending
lawsuits.
1 . TAX INCREMENT AGREEMENT (COUNTY OF ORANGE)
(68 . 38) Acting Chairman Bland noted that this item would be
held over pending further interaction between the
County and the Agency.

2. REDEVELOPMENT PARTICIPATION AGREEMENT
(CAPISTRANO UNIFIED SCHOOL DISTRICT)
(68. 38) It was moved by Director Friess, seconded by Acting
Chairman Bland and carried, with Director Buchheim
abstaining due to a conflict of interest, to approve
the Redevelopment Participation Agreement with the
Capistrano Unified School District in concept and to
schedule the matter for approval by the full Board at
the meeting of October 6th, subject to approval by the
School Board and dismissal of the pending litigation.
3. REDEVELOPMENT PARTICIPATION AGREEMENT
(SADDLEBACK COMMUNITY COLLEGE DISTRICT)
(68. 38) It was moved by Director Friess, seconded by Director
Buchheim and unanimously carried to approve the
Redevelopment Participation Agreement with the
Saddleback Community College District in concept and to
schedule the matter for approval by the full Board at
the meeting of October 6th, subject to approval by the
Board of Trustees and dismissal of the pending
litigation.
ADJOURNMENT
There being no further business before the Board, the meeting was
adjourned at 8: 50 p.m. , to the next regular meeting date of
Tuesday, October 4 , 1983 , at 7 : 00 p.m. , in the City Council
Chambers. Due to the Annual League of California Cities
Conference, the meeting will be adjourned to Thursday, October 6,
1983.
