CITY COUNCIL CHAMBERS A. CALL TO ORDER B. ROLL CALL Nancy Campman, Chairperson William Bonney Dave Solt- Excused absence Gila Jones C. ORAL COMMUNICATIONS D. APPROVAL OF THE MINUTES OF JUNE 22, 2011- Secretary Stokes provided edits to page two of the minutes, changing two instances of the word replay to replied. The Committee approved of the minutes with the change 4-0. E. NEW BUSINESS 1. Consideration of Mobilehome Park Closure 07-01, Capistrano Terrace Mobilehome Park; a request to close an existing 152 -space, 17.5 acre Mobilehome Park (MHP) located on the east side of Valle Road south of La Novia Avenue (Assessor Parcel Number (APN) 666-292-05)(Applicant: Capistrano Terrace, Ltd. / Rick Julian, President)(City Project Manager: William Ramsey, AICP, Principal Planner) Secretary Stokes briefly reviewed the Supplemental Agenda Report, with was distributed at the meeting and its recommendation to table the item until further notice, with the Committee. The Committee motioned to approve staff's recommendation 3-0. F. PUBLIC HEARINGS 1. Consideration of Approval of the FY 2010/2011 State of California Community Development Block Grant Grantee Performance Report (Laura Stokes. The City of San Juan Capistrano complies with the Americans with Disabilities Act. Persons with special needs should call Kathleen Springer at (949) 443-6321 at least 48 hours in advance to enable the City to make reasonable arrangements to ensure accessibility. Chair Campman opened the Public Hearing for public testimony. Sally G. Rather (32802 Valle Rd. Space 34)- Ms. Rather requested the committee to consider amending the rehabilitation program which Community Development Block Grants fund to assist households on a priority basis. Ms. Rather provided -examples of priority being emergency roof leaks and assisting her own mobile home park residents because of their hardships with the park owner wanting to close the park, resulting in people not maintaining their homes. Ms. Rather additionally requested the committee to consider amending the requirement for home values meeting a certain limit, as the threat of park closure has reduced the proper home values of the residents units, referencing her own unit being denied for assistance due to the value being too low. There being no other residents present Chair Campman closed the Public Hearing for public testimony. The Committee conducted a general discussion of the grants and approved of the 2010/2011 Grantee Performance Reports 3-0. G. SUB -COMMITTEE REPORTS 1. Sub -Committee Comments - Grants (William Bonney)- Update on research for grants including interest in grants for individuals and families, and forwarding information on to City's Housing Consultant. ii. Homelessness (Gila Jones and Nancy Campman)- Nothing to Report. iii. RHNA & Legislation (Gila Jones) - Nothing to Report. iv. Mobile Home Parks (Gila Jones and Dave Solt) - Nothing to Report. v. Public Relations Advocacy (David Solt) - Nothing to Report. vi. Foreclosures (Dave Solt) - Nothing to Report. vii. Conversions/Request for Proposals (Dave Solt & Nancy Campman)- Committee noted that more action may be taking place with this over next couple months, and Committee member Jones emphasized that there is an urgency to this process, as it may have limited funding, and will greatly assist the City with its RHNA numbers. viii. Beautification (Dave Solt & Nancy Campman) - Nothing to Report. Housing Advisory Committee Minutes July 27, 2011 Page 3 H. COMMITTEE AND STAFF COMMENTS - Secretary Stokes provided a summary of the State Bills which propose to eliminate Redevelopment Agencies. The first bill would eliminate the redevelopment agency, and the second bill would allow for Cities .to continue Redevelopment Agencies, after paying the State a portion of their funds. The City of San Juan Capistrano's funding contribution would need to be $1.9 million in January 2012, and approximately $480,000 every following year throughout the redevelopment agency's term. The City council would be reviewing their options at a- Special Meeting, to continue the Redevelopment Agency, to cease the Redevelopment Agency and form a Housing Authority, thus retaining Affordable Housing Dollars, or to cease the Redevelopment Agency in its entirety. Staff's recommendation would be to continue the Redevelopment Agency and believes there is enough support to approve of the action. Ms. Stokes related that everything was prepared to recommend forming a Housing Authority, should the City Council choose to cease the Redevelopment Agency. Should this occur, the Housing Advisory Committee's function would not change, the Redevelopment Agency Board would likely take on all responsibilities, of the Housing Authority Board. Additionally, Staff clarified Redevelopment boundary zone verses Property owned by the Redevelopment Agency. Committee Member Bonney commented on his experience at the City Council's retreat which helped identify Council priorities for the future. Committee Member Jones commented on her attendance at a meeting with Councilmember's Freese and Reeves, to discuss the Brown Act, the Long Term Vision and Strategic Business Plan, and the Historic Town Center Master Plan adoption. Ms. Stokes related that the City Council provided notices for an opening on the Housing Advisory Committee and would be holding interviews with the four residents who applied, in order to fill the position.
