CITY COUNCIL CHAMBERS A. CALL TO ORDER- 6:16 P.M. B. ROLL CALL Nancy Campman, Chairperson Dave Soft William Bonney, Vice Chairperson Gila Jones Sentelle Eubanks C. ORAL COMMUNICATIONS D. APPROVAL OF THE MINUTES OF OCTOBER 26, 2011 Unanimously approved, 5-0 with edit of"details" to "detailed" on page 2. E. NEW BUSINESS 1. Dissolution of San Juan Capistrano Community Redevelopment Agency and Formation of Housing Authorit Update Laura Stokes Housing/Redevelopment Coordinator). Ms. Stokes provided a summary of the memorandum to the Committee and City's recent actions regarding the dissolution of Redevelopment Agency's and formation of Housing Authority. The Committee discussed the members of the Housing Authority, role of the Committee with the Authority, and financial considerations with regard to programs and to potential loss of programs due to the reduction in financing. F. SUB-COMMITTEE REPORTS 1. Sub-Committee Comments- i. Grants (William Bonney)- Provided handout with information about The City of San Juan Capistrano complies with the Americans with Disabilities Act.Persons with special needs should call Kathleen Springer at {949} 443-6321 at least 48 hours in advance to enable the City to make reasonable arrangements to ensure accessibility. Committee Member Bonney went through the list item by item and discussed potential to include on the City's website. The Committee removed Grants.gov due to the website being more directed to jurisdictions and non-profits opposed to individuals. The Committee requested staff speak to the City Attorney about including a disclaimer about the City not being responsible for results of households applying to affordable housing programs, prior to adding any new grant links to the website. ii. RHNA & Legislation (Gila Jones)- Noted a bill regarding removal of rent control in mobilehome parks for non-resident owners, and the stance of opposition to the bill due to the possibility of abusing the bill, with regard to owners forced to live elsewhere due to illness. iii. Mobile Home Parks (Gila Jones and Dave Solt)- Staff provided a short update on the City's knowledge of the Capistrano Terrace Mobile Home Park proceedings. The last information heard, was that the park owners and residents had agreed on a purchase price for the park of $8 million; however, staff did not know if the purchase had stalled due to the bankruptcy proceedings or if negotiations had failed. iv. Foreclosures (Dave Solt)-Removed as of 12/31/11. v. Conversions/Request for Proposals(Dave Solt&Nancy Campman)-N/A. vi. Beautification (Dave Solt & Nancy Campman) a. Oral Update on Potential Actions Committee May Take Regarding a Beautification Program (Laura Stokes, Housing/Redevelopment Coordinator). Contact non-profit organizations and certain residents within the community that may be able to act as lead agencies or people for moving forward with a program. G. COMMITTEE AND STAFF COMMENTS Ms. Stokes related that the State contacted the City to notify of the award of the 2011 HOME grant. Contracts have not be received; however, the finalization of the grant agreements would occur within the next few months. Committee Member Solt related his recent pleasant experience with the County's Section 8 Program and a lower income household. H. ADJOURNED TO MARCH 28, 2012 AT 7:51 P.M.
