E.' APPROVAL OF THE MINUTES OF JANUARY 25, 2012- Motioned to approve
3-0 with an edit to the second page, in the second paragraph where it states
"verses" and should read "versus."
F. NEW BUSINESS
Consideration of Citv Council's Reauest for Review of the Citv's Affordable
Housinq In -Lieu Fee and Analvsis of Possible Reduction or Removal (Laura
Stokes, Housing/Redevelopment Coordinator).- Ms. Stokes provided a
summary of the staff.report and the present Committee Members requested
that the discussion be continued to the next meeting so that all members can
be present.
Bryan Starr with the Building Industry Association provided oral comment,
stating that the BIA represents the participants of the building industry and is
diametrically opposed to inclusionary requirements and does not support the
continuation of the Housing In -Lieu Fee. Noted that the City has high
development costs across the board, totaling over $100,000 per door, and
this overbearing cost to develop is compounded by the City's requirement to

place the burden of providing affordable housing on the backs of developers.
Additionally, the inclusionary housing requirement is not a state mandate and
is not directly associated to the Housing Element. The BIA does not support
the higher fee, and as a compromise would understand the fee being reduced
back to the original 1 % of the building value, but as a policy does not approve
of the inclusionary requirement in any form.
The Committee discussed the following:
• Overall development
• Excessive cost to develop
• No funds to entice development of affordable units, resulting in
inclusionary requirement
• Limited rezoning due to the loss of control over densities, and
development standards, and losing the character of San Juan Capistrano
• City has promoted inclusionary units in the past
• Industry is moving toward lower income rental opposed to ownership
Committee motioned to continue the discussion at a Special Housing
Advisory Committee Meeting, date to be determined by staff, 3-0.
2. Housing Programs and Projects Status Report (Laura Stokes,
Housing/Redevelopment Coordinator). - Ms. Stokes provided a summary of
the staff report.
The Committee discussed the following:
• Rental Subsidy program closeout
• Landlord insurance for Little Hollywood Units
• Groves progress, bring back a formal action.
Committee motioned to receive and file report 3-0.
G. SUB -COMMITTEE REPORTS
1. Sub -Committee Comments -
Grants (William Bonney)- Provided a report of additional options for
housing support, to be reviewed by staff and committee members.
RHNA & Legislation (Gila Jones)- Summary and Assessment of
Southern California Association of Governments development the draft
2012 Regional Housing Needs Assessment that will be used in the
next Housing Element period of 2014 to 2021(Laura Stokes,
Housing/Redevelopment Coordinator). - Ms. Stokes provided a
summary of the staff report and discussed the staffs support of the
methodology and new numbers.
