CITY COUNCIL CHAMBERS A. CALL TO ORDER -4:48 p.m. B. ROLL CALL Nancy Campman, Chairperson William Bonney, Vice Chairperson Sentelle Eubanks- arrived at 4:59 p.m. C. ORAL COMMUNICATIONS D. NEW BUSINESS Dave Solt Gila Jones 1. Consideration of City Council's Request for Review of the City's Affordable Housing In -Lieu Fee and Analysis of Possible Reduction or Removal (Laura Stokes, Housing/Redevelopment Coordinator). Ms. Stokes provided a summary of the City Council's request, and background regarding the City of San Juan Capistrano's Housing In -Lieu fee. Committee Member Jones had prepared a comment sheet on her laptop from the previous meeting and asked for the Committee's opinions and edits to the comments. The Committee concurred with the comments presented and added a final note of "the current in -lieu fee is already too low to support the development of affording housing that meets the City's standards." The Committee then formed a resolution using the notes provided, and motioned approval of the resolution with the findings that that they are sensitive to developer's concerns about it being particularly expensive to build in the City of San Juan Capistrano, but the Committee shared concern that the City's character cannot be maintained if the housing in -lieu fee is The City of San Juan Capistrano complies with the Americans with Disabilities Act. Therefore, the Committee recommended the City reduce all development -related fees, including but not exclusive to the housing in -lieu fee, by 10%. Chairperson Campman motioned to approve the Committee comments and resolution as prepared that evening, motion was seconded by Committee Member Solt, and approved 5-0. Committee Member Solt motioned to authorize all members of the Committee represent the Committee and speak publicly at the May 1, 2012 Council Meeting in support of the comments and resolution, seconded by Committee Member Jones, and approved 5-0. Committee Member Solt motioned that if the previous motion is in violation of the Brown Act, Committee Members Campman and Jones are to speak on behalf of the Committee at the May 1, 2012 Council Meeting in support of the Committees comments and resolution, seconded by Jones, and approved 5-0. E. COMMITTEE AND STAFF COMMENTS Committee Member Solt and Ms. Stokes commented on the excellent efforts of Committee Member Jones and Chairperson Campman providing a great discussion starting point.
