Consideration of Council Direction to Reduce the Current Housinq In -Lieu -
Fee by 10%; and Bring Back to the City Council Alternatives Used by Orange
County Cities to Meet Their Affordable Housing Requirements, Including an
Potential Conseauences of Rezoning for Affordable Housinq Rather than
Requiring Inclusionary Housin
Laura Stokes, Housing/Redevelopment Coordinator provided a summary of
the staff report and reviewed staff's research through city approved Housing
Elements for alternative programs, including future programs being
investigated, and research of existing affordable housing complexes for
densities. Staff related that the research could be expedited if shared
amongst the Committee.

The Committee asked general questions about the different programs and
densities of other cities, and motioned to approve of divided research tasks
into researching Housing Elements for alternative programs being handled by
Chair Campman and Committee Member Jones, and researching existing
affordable housing complexes being handled by Vice Chairperson Bonney
and Committee Member Solt.
Motion approved 3-0
G. OLD BUSINESS
1. Update on the Groves Project Progress- Oral Report- Ms. Stokes provided a
summary of the status of the stockpiled dirt on the Groves site, and related
that the tentative removal of the stockpiles is set for mid-June, pending
permits through the Department of Fish and Game approving of the final use
of the stockpiled dirt off of the Groves site.
The Committee inquired on if they could take action to speed the process,
and staff related that it is unlikely.
H. SUB -COMMITTEE REPORTS
1. Sub -Committee Comments -
Grants (William Bonney)- Sub -Committee commented on continued
efforts to identify grants for individuals to be added to the City's
website, and intent to review City's website for best assistance
measures.

iii. Mobile Home Parks (Gila Jones and Dave Solt) - N/A
v. Conversions/Request for Proposals (Dave Solt & Nancy Campman) -

vi. Beautification (Dave Solt & Nancy Campman)- Sub -Committee
determined project completed and to conclude.
I. COMMITTEE AND STAFF COMMENTS
Committee Member Solt commented on a recent SOCAHOC meeting, including
details on a new development in San Clement.
Vice Chair Bonney commented on past experiences with entrepreneurs within
the Community.
