HOUSING ADVISORY COMMITTEE
OCTOBER 24, 2012 - 6:00 P.M.

C. ORAL COMMUNICATIONS
D. APPROVAL OF THE MINUTES OF JULY 25, 2012- Approved unanimously 4-0.
E. OLD BUSINESS
1. Housing Programs and Projects Status Report (Laura Stokes,
Housing/Redevelopment Coordinator). Ms. Stokes provided a summary
report on each of the City's Programs and Projects. Committee Member Solt
expressed his displeasure upon learning that much of the funding for future
housing projects has reverted to the State in accordance with Redevelopment
dissolution requirements under AB 1x26. The Committee received and filed
the report unanimously 4-0.
2. Summary and Update on Housing Element Period of 2014 to 2021 (Laura
Stokes, Housing/Redevelopment Coordinator). Ms. Stokes provided a
summary of the staff report and notified the Committee of staffs participation
in workshops regarding the Housing Element Update. The Committee
expressed their enthusiasm to participate with the Housing Element process.
Committee Member Solt additionally related that the organization South
Orange County Alliance for Housing our Community (SOCAHOC) would be
holding a joint meeting with the Kennedy Commission regarding the Housing
Element Update. The Committee requested to be updated at the next meeting
regarding the meetings attended and information gathered regarding the
Housing Element update. The Committee received and filed the report
unanimously 4-0.

3. Committee Recommended Housing Programs -Oral Update on City Council
Discussion (Laura Stokes, Housing/Redevelopment Coordinator). Ms. Stokes
provided an oral update regarding the City Council's September 4, 2012,
meetings review of the affordable housing program alternatives
recommended by the Committee. Ms. Stokes related that due to the Housing
Element update process, occurring throughout the next year, the Council
discussed that the programs will be reviewed again and would therefore not
need to be reviewed at this time.
F. SUB -COMMITTEE REPORTS
1. Sub -Committee Comments -
i. Grants (William Bonney) -
Vice Chair Bonney requested direction from the Secretary in order to
bring back an item at the next meeting.
ii. RHNA & Legislation (Gila Jones)
iii. Mobile Home Parks (Gila Jones and Dave Solt)
iv. Conversions/Request for Proposals (Dave Solt & Nancy Campman)-
Committee Member Solt requested this sub -committee be reviewed at
the next meeting to determine if it is complete or form new direction.
G. COMMITTEE AND STAFF COMMENTS
Committee Member Solt commented on his attendance at the Rancho San Juan
Apartment proposal for 100 units, and related that an update on the project, the
potential for workforce housing, and parking for the site should come before the
Committee. Staff related that the project would be going before the Committee
through the Entitlement process.
Development Services Director, Grant Taylor, provided a short summary
regarding the housing development occurring within the City.
