HOUSING ADVISORY COMMITTEE

D. APPROVAL OF THE MINUTES OF OCTOBER 24, 2012- Approved 3-0
E. OLD BUSINESS
1. Oral Update on Housing Element Meetings Attended (William Ramsey, AICP,
Assistant Director)
Mr. Ramsey provided an oral summary of information gathered at meeting
regarding the Housing Element Update process, particularly noting the new
state legislature affecting this Housing Element and the schedule of updating
the Element, including new benefits to submitting the adopted Housing
Element to the state by October 15, 2013.
The Committee members inquired about the impact of the programs that were
funded solely with Redevelopment funding, what the City is hoping to achieve
through the workshops reviewing the Housing Elements, and what type of
workshop attendees will be most beneficial for the progress of the Housing
Element development.
Staff responded that the programs that were solely funded with
Redevelopment funding would likely terminate or be kept in the Housing
Element pending funding availability, that the workshops reviewing the
Housing Elements should educate the public about the state requirements
and effectively communicate the City’s plans and programs, and provide an
opportunity for residents, housing advocates, and the general population to
provide their input, be heard, and assist in creating the best Housing Element
for the community.

The Committee requested to continue to be updated as the Housing Element
update progresses.
2. Housing Programs and Projects Status Report (Laura Stokes,
Housing/Redevelopment Coordinator).
Ms. Stokes provided summaries of all the programs administered by the City,
and the projects that are being pursued. Committee Member Solt related that
the staff report was discussed at the Coffee Chat, and the general consensus
of the programs were positive and supportive.
The Committee received and filed the report 3-0
F. SUB-COMMITTEE REPORTS- Chair Bonney requested that when the
Committee has a full docket of members, to bring the Sub-Committees before the
Committee for further discussion.
1. Sub-Committee Comments-
i. Grants (William Bonney)- Chair Bonney reported that he is continuing
to investigate the grant options available to the City.
ii. Mobile Home Parks (Dave Solt)- Committee Member Solt related that
he is becoming recognized within the community as a Mobile Home
Park Resident advocate. Ms. Stokes related that the City’s Rent
Control limits were determined to be 2% based on the 2012 calendar
year Consumer Price Index for Urban areas percentage.
iii. Conversions/Request for Proposals (Dave Solt & Nancy Campman)-
Nothing to report.
G. COMMITTEE AND STAFF COMMENTS- Ms. Stokes updated the Committee
regarding Nancy Campman’s resignation.
Chair Bonney thanked staff and the Committee Members for all their efforts with
the Committee.
