CHC Minutes-2006-10-24MEMORANDUM November 7, 2006 TO: Dave Adams, City Manager William Cunningham, Interim Planning Director FROM: Teri Delcamp, Historic Preservation Manager Cultural Heritage Commission Secretary SUBJECT: Cultural Heritage Commission Actions of October 24, 2006 This memorandum summarizes the actions taken by the Cultural Heritage Commission at their Tuesday, October 24, 2006 meeting. No action is required unless the City Council wishes to hold special review of an item. A. CALL TO ORDER Chair Porter called the meeting to order at 5:00 p.m. B. ORAL COMMUNICATIONS None. D. OLD BUSINESS None. E. NEW BUSINESS 1. Consideration of Revised Historic Depiction Program (HDP) for Mammoth Professional Buildings, Architectural Control (AC) 03-09. (Applicant: Kent Ahlering, Mammoth Equities Construction Group) Teri Delcamp made the staff presentation on behalf of Project Manager Larry Lawrence. The applicant is requesting to change the approved aviation HDP to a paleontological HDP. Dave Adams, City Manager 2 November 7, 2006 The Commission provided input on the concept to change the HDP in May 2006. The applicant retained paleontologists to conduct records searches and has responded to staff’s and the Commission’s input. The previously approved aviation HDP will be utilized at another future development in town. The proposed HDP consists of a series of laminated panels in each of the two building lobbies. Staff is recommending that the Commission conditionally approve the revised HDP as it complies with Council Policy. Kent Ahlering and Amber Wish, Mammoth Equities, displayed and described a mock-up foam core board version of the proposed panels with information on Pleistocene fossil finds in the San Juan Capistrano area. A sample individual panel was also displayed. Commissioner Tryon stated he is excited about the opportunity for an HDP that presents a part of history that the city does not typically consider. Commissioners Andrews and Siegel questioned whether the height and size of the text will be legible especially to children. Chair Porter suggested that the overall size of the displays be enlarged by 50%, and that the individual panels be enlarged concurrently. She also suggested the addition of a map in the central introductory panel. After due consideration, Commissioner Siegel moved, and Commissioner Tryon seconded, adoption of a resolution approving a revised HDP for Mammoth Equities with additional conditions to reflect the changes suggested by Chair Porter, subject to Resolution No. 06-10-24-1. The motion was approved unanimously. 2. Consideration of Amendment to the Inventory of Historic and Cultural Landmarks (IHCL), Mission Hill – Mission Flats. (Applicants: Jorge & Estela Puelma; Gary & Robin Griffin; Carolyn Rosenbaum) Teri Delcamp made the staff presentation and recommendation that 31321 Andres Pico Road, APN 124- 201-17; 31341 Andres Pico Road, APN 124-201-13; 31442 El Camino Real, APN 124-202-28; and 31440 El Camino Real, 124-202-27 be recommended for addition to the IHCL. Jorge Puelma, owner of the properties at 31321 Andres Pico Road and 31442 El Camino Real, was available to respond to questions. Commissioner Siegel asked when the fence, arbor and gate were added to the property at 31442 El Camino Real. Mr. Puelma responded that they were constructed a month or more ago. The gate has already been modified to be lower. Commissioner Siegel expressed concern that the structures detract from the appearance of the house. Mr. Puelma said that he needed to add the fence and gate to provide some barrier to the street, similar to the house Dave Adams, City Manager 3 November 7, 2006 next door which is also under consideration for designation, to enhance privacy. The house is located directly across the street from the continuation school; there is no sidewalk on his side of the street and people tend to migrate into the front yard. There used to be a picket fence in the yard years ago, but it was removed due to its poor condition. Some Commissioners had not yet seen the arbor and fence. Ms. Delcamp suggested that the Commission take action on the other properties, and continue consideration on the house at 31442 El Camino Real to the next meeting so that Commissioners could view the fence and arbor. Staff will update the photograph in the survey form for the property and prepare a staff report addressing integrity of the site related to the fence and arbor. Commissioner Nunez moved, and Commissioner Siegel seconded, adoption of a resolution to recommend approval of an amendment to the City’s IHCL to add 31321 Andres Pico Road, 31341 Andres Pico Road and 31440 El Camino Real to the IHCL subject to Resolution No. 06-10-24-2. The motion was approved unanimously. Commissioner Siegel moved, and Commissioner Nunez seconded, a motion to continue consideration of 31442 El Camino Real to the next meeting. The motion was approved unanimously. (Next meeting is November 14, 2006, based on adjournment action.) F. INFORMATION ITEM None. G. COMMISSION/STAFF COMMENTS Commissioners Andrews and Siegel reported on their attendance at the California Preservation Foundation’s workshop on design review and use of the Secretary of the Interior’s Standards in historic districts. The workshop was very informative, and they encouraged other Commissioners to attend similar workshops in the future. Commissioner Siegel reported that she met with George Kibby of San Juan Family Farm Museum regarding the intended conversion of the Joel Congdon House to a museum under his recently approved license agreement with the City. The Preservation Week Committee has approved a letter to request sponsors and underwriting of the 2007 Historic Preservation Week activities. The proceeds from the week will be earmarked for the Congdon House museum. Ms. Delcamp reported that she and Mission Executive Director Mechelle Lawrence had led a walking tour that morning on the Mission’s restoration projects and Dave Adams, City Manager 4 November 7, 2006 planning in the Los Rios Historic District. Civic Solutions planning firm had organized the tour attended by about 15 professional planners as part of the American Planning Association’s annual state conference. Ms. Delcamp reminded the Commission that she would attend the October 27 State Historical Resources Commission meeting in Sacramento to represent the City when the state considers the National Register nomination for the Roger Y. Williams/Swanner House. Ms. Delcamp will also attend a full day, hands-on workshop on adobe building repair and maintenance in Old Town San Diego on October 28, sponsored by California State Parks and Save Our Heritage Organisation. Ms. Delcamp announced that a special meeting needs to be scheduled before the regular November meeting. The Commissioners’ responses indicated that there would be a quorum for a special meeting on November 14, 2006, at 5 p.m. H.
