SUBJECT: Cultural Heritage Commission Actions of September 26, 2006
This memorandum summarizes the actions taken by the Cultural Heritage Commission at
their Tuesday, September 26, 2006 meeting. No action is required unless the City Council
wishes to hold special review of an item.
A. CALL TO ORDER
Chair Porter called the meeting to order at 5:20 p.m. when a quorum was
established.

C. ORAL COMMUNICATIONS
None.
D. OLD BUSINESS
1. Amendment to the Inventory of Historic and Cultural Landmarks (IHCL),
Mission Hill – Mission Flats. Teri Delcamp made the staff presentation and
recommendation that the Commission consider the detailed historic survey
forms and forward the new information to City Council for two of the three
parcels being recommended for historic designation located at 31319 Andres
Pico Road, APN 124-201-24; 31491 La Calera Street, APN 124-212-16; and
31501 La Matanza Street, APN 124-203-23. She acknowledged the
invaluable research assistance of UC Riverside graduate student intern Sue

Hall. The rear house at 31501 La Matanza Street is not a circa 1900 San
Juan Hot Springs Cabin as previously thought, but is a 1936 Minimal
Traditional style house built by Walter Congdon. Staff identified that the
replacement of the wood shingle roof with a ribbed metal roof on the circa
1939 front house at 31501 La Matanza was permitted in 2004 and was not
part of the “Modern” renovation completed in the 1960s. The circa 1915
house at 31491 La Calera Street was originally part of the historic Ross
Ranch located off San Juan Creek Road until it was moved to the present
site in the early 1930s. The
David Ewing, owner of the two houses at 31501 La Matanza Street, was
available to respond to questions.
In response to questions, staff clarified that, if the new information alters the
Commission’s position on whether or not any of the properties should be
designated, the Commission should reflect that fact in their motion. Tonight’s
motion will be forwarded to the City Council along with the Commission’s
original recommendation in April 2006 to designate the three properties
consisting of four houses.
Chair Porter stated she was not at the April meeting, but is pleased that the
Commission did specifically recommend designation of the front house at
31501 La Matanza because it adds character to the neighborhood.
Commissioner Siegel commended staff on the amount of research completed
for the properties.
After due consideration, Commissioner Belardes moved, and Commissioner
Nunez seconded, a motion to forward the new information to the City Council
with the Commission’s original recommendation to designate the properties.
The motion was approved unanimously.
E. NEW BUSINESS
None.
F. INFORMATION ITEM
1. Swanner House Complex. Teri Delcamp made the staff presentation
regarding the pending October 27, 2006, California State Historical
Resources Commission’s consideration of the Roger Y. Williams/Swanner
House nomination to the National Register of Historic Places. Ms. Delcamp
will attend the meeting to represent the City, and will report back at a future
meeting.

G. COMMISSION/STAFF COMMENTS
Commissioner Siegel reported on the plaque presentation and dedication ceremony
held at the Silvas Adobe. There were a number of attendees at the ceremony,
including many Silvas family descendants and City representatives.
