SUBJECT: Cultural Heritage Commission Actions of March 28, 2006.

This memorandum summarizes the actions taken by the Cultural Heritage Commission at
their Tuesday, March 28, 2006, meeting. No action is required unless the City Council
wishes to hold special review of an item.
A. CALL TO ORDER
Chair Porter called the meeting to order at 5:00 p.m.

1. Consideration of Historic Depiction Program (HDP) for Ortega Animal Care
Center, Architectural Control (AC) 02-01 (Applicant: Dr. James Rich). Teri
Delcamp, Historic Preservation Manager made the staff presentation and
recommendation that the Commission approve the Historic Depiction

Program consisting of a bronze plaque commemorating Commander Portola
for the Ortega Animal Care Center at 27341 Ortega Highway.
Sharon Kuhn spoke on behalf of the applicant and answered questions.
The Commission discussed particular aspects of Portola's life as reflected in
the text. They also concurred with staff that the plaque should be larger so
that it has more presence and the text and figure of Portola are more legible.
In response to questions about the choice to commemorate Portola instead
of Ortega, it was noted that the life of Ortega is already being
commemorated in two other HDPs in San Juan Capistrano. Certain
corrections were made to the text as reflected in the final resolution. The
Commission also directed that the plaque be enlarged to 24" X 30"; that the
figure of Portola be larger and located to the left of the text; that a landscape
orientation for the plaque may be more appropriate to accommodate the text
and figure layout; and that wider margins be provided around the perimeter
of the plaque. Ms. Kuhn agreed to the changes on behalf of the applicant.
After due consideration, Commissioner Tryon moved, and Commissioner
Siegel seconded, adoption of a resolution approving the Ortega Animal Care
Center Historic Depiction Program with the stated changes to the conditions
regarding text wording, layout and plaque size, subject to Resolution No. 06-
03-28-1. The motion was approved unanimously.

G. COMMISSION/STAFF COMMENTS
Ms. Delcamp announced that Chair Porter, Commissioner Nunez and she would
attend the annual California Preservation Foundation conference April 20 — 22,
2006, in Sacramento.
The City Council is scheduled to proclaim May 1 —7, 2006 as Historic Preservation
Week in San Juan Capistrano at the April 18 meeting. The City and co-sponsors
Friends of the Library, Mission San Juan Capistrano and the San Juan Capistrano
Historical Society have formed a committee to plan this year's theme: "Stepping
Back into Time" focusing on the Los Rios Historic District. A "Los Rios, I Remember
When..." panel event will be on May 3 from 7 to 8:30 pm at the Mission Soldier's
Barracks and is free with refreshments served. A tour of about eight historic
buildings in the Los Rios area is scheduled for May 6 from 11 am to 3 pm; tickets
are $8 in advance and go on sale April 24 at the library and the O'Neill Museum.

Teri Delcamp and Ilse Byrnes will be appearing on Cox Forum and KOCE's Live
Orange on April 27 and 28 to promote San Juan's history and the week's events.
