SUBJECT: Cultural Heritage Commission Actions of January 24, 2006
This memorandum summarizes the actions taken by the Cultural Heritage Commission at
their Tuesday, January 24, 2006 meeting. No action is required unless the City Council
wishes to hold special review of an item.

Chair Siegel called the meeting to order at 5:00 p.m.

1. Amendment to the Inventory of Historic and Cultural Landmarks (IHCL), Arley
Leck House (Applicant: San Juan Capistrano Historical Society) Teri Delcamp made
the staff presentation and recommendation for the Commission to
recommend that the City Council add the building known as the Arley Leck
House to the City’s IHCL as an individual building, located at 31861 Los Rios
Street. The request meets a condition of approval for the home’s relocation
into the Los Rios Street Historic District, as well as the applicant’s plans for
the house to be part of the historical museum complex.
The Commission asked about the potential for the property to be eligible for
the National Register of Historic Places. Teri Delcamp stated that the house
is not eligible as a contributor to the Los Rios Street National Register
Historic District. Regarding individual significance of the house, she said that
the relocation of the house from its original site, context and setting means
that the house would not currently be eligible for listing on the National
Register. When the house has been on its new site for 50 years, the property
could at that time be eligible for the National Register. The current request is
for local designation, and the house meets criteria for historical significance
within the context of San Juan Capistrano’s history.
After due consideration, Commissioner Tryon moved, and Commissioner
Forster seconded, adoption of a resolution recommending that the City
Council add the Arley Leck House to the City’s Inventory of Historic and
Cultural Landmarks, subject to Resolution No. 06-01-24-1. The motion was
approved unanimously.

G. COMMISSION/STAFF COMMENTS
Commissioner Tryon informed members about the upcoming Trails of Discovery
lecture series beginning at the Mission on February 9. Commissioner Porter added
that one of the lectures by Phil Brigandi will be featured at the San Juan Capistrano
Historical Society’s Annual Meeting on March 16 at 7 pm at the Community Center.
In response to Vice-Chair Belardes’ question about the status of Los Rios Park, staff
said that the project is scheduled to be considered by the Commission at the March
28 meeting. Vice-Chair Belardes announced the following upcoming events:
• California Mission Studies Association’s 2006 Annual Conference at Mission San
Diego de Alcala, February 17-19.

• California Native American Heritage Commission open meeting at UCLA School
of Law, February 15, with likely discussion on potential impacts of the Foothill-
South toll road.
Vice-Chair Belardes also said that, in response to allegations that the JSerra project
has not been complying with Native American monitoring requirements, in fact, the
archaeologist and Native American monitors have been monitoring the project more
than required because of the site’s sensitivity.
Ms. Delcamp commended the Friends of the Library and San Juan Capistrano
Historical Society, and specifically Commission members Siegel, Andrews and
Porter, for a successful second series of City Guides docent training that is on-going
through February. She informed the Commission that the City will be submitting a
California Cultural Heritage Endowment grant application to the state in the amount
of $190,000 for the Montanez Adobe native garden and plaza improvements. Ms.
Delcamp also asked Commissioners to place the following dates in their calendars:
• California Preservation Foundation Annual Conference, April 20-23 in
Sacramento. There is some budget available for two Commissioners to attend.
• Historic Preservation Week, May 1-7, with the City Council proclamation on April
18. Events will be announced in the future.
