SUBJECT: Cultural Heritage Commission Actions of February 27, 2007
This memorandum summarizes the actions taken by the Cultural Heritage Commission at
their Tuesday, February 27, 2007 meeting. No action is required unless the City Council
wishes to hold special review of an item.
CALL TO ORDER
Vice -Chair Forster called the meeting to order at 5:00 p.m.

1. Amendment to the Inventory of Historic and Cultural Landmarks (IHCL),
Rogers Y. Williams House property, more commonly referred to as the
Swanner House, to add the site located at 29991 Camino Capistrano, Assessor
Parcel Numbers 121-050-03 and a portion of 121-050-19. The complex of three

buildings was recently listed on the National Register of Historic Places. The site is
a City -owned parcel with surrounding area totaling 2.6 acres, located within the
larger City -owned Northwest Open Space area. Teri Delcamp made the staff
presentation and recommendation that the Commission recommend that the
property be added to the IHCL. The city -owned house, garage and water towerwith
some of the surrounding citrus trees was listed in the National Register of Historic
Places on January 10, 2007. The site is currently on the Buildings and Sites of
Distinction List. Due to the affirmation of its historic significance, it is appropriate to
include the site on the IHCL.
After due consideration, Commissioner Tryon moved, and Commissioner Siegel
seconded, adoption of a resolution to recommend that the City Council amend the
IHCL to add the Roger Y. Williams (Swanner) House property, subject to Resolution
No. 07-2-27-1. The motion was approved unanimously.

COMMISSION/STAFF COMMENTS
Commissioner Tryon reminded Commissioners thatthe city is seeking nominations for the
Wall of Recognition.
Commissioner Andrews asked for a status report on the Zoomars project proposed fence
in River Street. Ms. Delcamp responded that she is not aware if a court hearing date has
been set yet. The temporary restraining order required the partially constructed, illegal
fence to be removed, which has been done. The Gonzalez's are proceeding with the
plancheck process for permits on the rest of the project excluding the fence.
Vice -Chair Forster commented that, when the City Manager and the prior Planning Director
and Historic Preservation Manager were new, the Historical Society hosted a lunch
meeting at their site to familiarize the staff with the Society's long term plans. It was a
constructive meeting, and he offered to coordinate with Ms. Delcamp to set one up again
for her and Steven Apple. David Contreras will also be invited since he is managing the
Los Rios Park project.
Ms. Delcamp provided annual California Preservation Conference registration packets to
the Commissioners and asked if any will attend. Commissioners Andrews and Siegel may
attend a portion of the conference and will let staff know.
Ms. Delcamp also provided copies of a draft letter to the owner of the Avila Adobe where
the store, Whim, is a tenant. The letter request the owner to repair the adobe's damaged
north wall from landscape and irrigation within a semicircular planter. The letter offers
advice on appropriate adobe repair and staff's assistance. Commissioner Andrews noted
that there has previously been a pebble -filled space between the front wall of the adobe

and the raised concrete porch which has been filled in. The concrete abutting the adobe
wall could also be causing damage. Staff will revise the letter accordingly and send it to the
owner.
