CHC Minutes-2007-10-23MEMORANDUM TO: Dave Adams, City Manager Steven Apple, Planning Director FROM: Teri Delcamp, Historic Preservation Manager Cultural Heritage Commission Secretary November 12, 2007 SUBJECT: Cultural Heritage Commission Actions of October 23, 2007 This memorandum summarizes the actions taken by the Cultural Heritage Commission at their meeting on Tuesday, October 23, 2007. No action is required unless the City Council wishes to hold special review of an item. CALL TO ORDER Chair Tryon called the meeting to order at 5:00 p.m. ROLL CALL Present: Don Tryon, Chair Jess Andrews Nathan Banda Lorie Porter Janet Siegel Absent: Ed Nunez, Vice -Chair (excused) Alana Jolley (excused) Staff: Teri Delcamp, Cultural Heritage Commission Secretary ORAL COMMUNICATIONS None. OLD BUSINESS None. NEW BUSINESS 1. Consideration of Mills Act Contract for Esslinger Building: a request for consideration of a recommendation on the execution of a Mills Act Contract for the Esslinger Building located at 31866 Camino Capistrano (Applicant: SPM - Esslinger, LLC/Rivendell Land Company, Inc). Teri Delcamp made the staff presentation. The applicant is out of town and is requesting a continuance Dave Adams, City Manager 11 2 November 12, 2007 The CHC voted 5-0 to continue the item to the next meeting (November 13, 2007). 2. Consideration of Historic Depiction Program (HDP) for JF Shea Therapeutic Riding Center (AC) 03-08, a request for input regarding the proposed theme and implementation for the Shea Center HDP to be located at 26284 Oso Road (Applicant: Ken Friess) Teri Delcamp made the staff presentation and recommendation that the Commission provide input on the proposed theme and implementation for the Shea Center HDP. The proposed HDP consists of a 4'X 10' ceramic tile mural with. a separate 2'X 2' wall plaque that will be mounted on the interior lobby wall of the Shea Center. The theme of the mural will be the Fiesta de las Golondrinas and volunteerism in San Juan Capistrano. Ken Friess presented the concept. Katie West will be creating the mural. He displayed photographs and samples of ceramic tile art previously created by Ms. West. Chair Tryon suggested revisions to the layout. Specifically, he recommended changing the title to "They Make it Happen." Also, in paragraph 2 of the narrative the word "of' should be changed to "at." In paragraph 3 he does not favor the proposed spelling of "barbeque" and believes "barbecue" is appropriate per Webster's Dictionary. Also, in the same paragraph, there should be a colon after 1953" before the quote from the newspaper article beginning "On March 19..." Commissioner Banda asked if photographs of other Native Americans could be incorporated. He specifically requested that the image of Iron Eyes Cody be replaced with a non -regalia photograph of Chief Lobo. Commissioner Porter likes the concept. She asked if a photograph of Mac McDowell, who was so instrumental in the parade and Fiesta, could be located and used for the mural. Chair Tryon will search for a photograph. Commissioner Andrews also likes the concept. She appreciates Katie West's talents, but also wants to encourage developers to utilize the talents of other artists so we have a variety. The Commission discussed having only the title "They Make it Happen" and a swallow on the mural, and eliminating the City seal, Fiesta logo and other wording.. Commissioner Siegel noted that the cliff swallow needs to be used so it is accurate. She also suggested that paper copies of the mural could be printed so Shea can sell them as a fundraising opportunity. . After due consideration, Commissioner Porter moved, and Commissioner Siegel seconded, to support the concept with the revisions noted in the Commissioners' comments. COMMISSION/STAFF COMMENTS After discussion with the CHC, staff determined that there will be a quorum of CHC members on November 13, 2007. In addition, -the December meeting should be re- scheduled to December 11, 2007. Commissioner Siegel announced that calendars featuring historic San Juan Capistrano are on sale at City Hall and the Historical Society to raise funds for Preservation Week 2008. The calendars and Preservation. Week will celebrate three anniversaries: 25th anniversary of the Los Rios District being on the National Register of Historic Places; 25th anniversary of the opening of the SJC Library; and 50th anniversary of the Swallows Day Parade. The calendars are full-color and $15 each. Commissioner'Porter reminded the CHC about the Historical Society's annual Ghost Tour walk on October 27, 2007.
