SUBJECT: Cultural Heritage Commission Actions of January 23, 2007
This memorandum summarizes the actions taken by the Cultural Heritage Commission at
their Tuesday, January 23, 2007 meeting. No action is required unless the City Council
wishes to hold special review of an item.

Chair Porter called the meeting to order at 5:00 p.m.

1. Consideration of proposed Capital Improvement Proiects for Fiscal
Years 200712008-201312014 Teri Delcamp made the staff presentation and
recommendation that the Commission recommend the proposed Capital
Improvement Projects for Fiscal Years 200712008-201312014 to the City's
Capital Improvement Program Committee. Projects include existing CIP

projects for the Parra Adobe, Blas Aguilar Adobe, Montanez Adobe,
Swanner House Water Tower, Los Rios District street lighting and
Community Center Historic Depiction Program. The budget for the projects,
including those that have carry-over funds budgeted last year, totals
$1,426,800.
Commissioners asked about the condition and status of the Swanner House
water tower, Congdon House water tower and the Parra Adobe. The
Commission also asked if any planning has been done for the Los Rios
District, questioning what if any street lighting would be acceptable to area
residents. Commissioner Tryon stated his desire to see gateway signs at
entries to town, and staff responded that the wayfinding sign program is
intended to address this issue although with lower key signs, not large entry
monument signs like some neighboring jurisdictions.
The Commission took a straw poll vote regarding support for a new visitor's
information center in the downtown across from the Mission. The
Commission unanimously agreed to add the suggestion with the motion on
the recommendation.
After due consideration, Commissioner Tryon moved, and Commissioner
Siegel seconded, adoption of a motion to recommend the proposed Capital
Improvement Projects for Fiscal Years 2007/2008-2013/2014 to the City's
Capital Improvement Program Committee.
In addition, the Commission suggested that a new Capital Improvement
Project be added to the Program to build a new visitor's information center
on the City -owned property across Camino Capistrano from the Mission.

G. COMMISSION/STAFF COMMENTS
Commissioner Tryon commented that the temporary chainlink fence along Valle
Road is for grading and widening of Valle Road required with the approval of the
Suncal project.
Commissioner Andrews commented that there are concerns regarding enforcement
of the residential occupancy requirement in the Los Rios Historic Residential
District. She also commented that she had noticed a number of sign violations at
the Franciscan Plaza. The landscape and irrigation at Whim (Avila Adobe) is still
causing damage to the adobe wall. She asked staff to make sure that the stencils,
which were erroneously painted over with the rehabilitation project, are re -painted at
the library. Staff will look into the residential occupancy requirement; stated there is

an active code enforcement case regarding sign violations at Franciscan Plaza; and
that they would follow up with the owner of Whim and the library rehabilitation
project manager on the last two issues.
Vice -Chair Forster announced that Jack Williams, who spoke to the December tour
to Mission San Luis Rey, will be the featured speaker at the Historical Society's
meeting on March 22.
Commissioner Nunez stated he is lobbying for a Native American village and
amphitheater at the Los Rios Park, similar to that built at Santa Fe Springs Heritage
Park. He stated the Mayor was receptive to the plan.
Staff announced that the Roger Y. Williams (Swanner) House was added to the
National Register of Historic Places on January 10, 2007.
The annual California Preservation Foundation conference will be in Hollywood May
3 through 5. The City has budget allocated for two Commissioners to attend.
Commissioners need to let staff know as soon as possible if they are interested in
attending.
National Historic Preservation Week will be celebrated May 6 through 12 this year.
The theme will focus on the agricultural history of San Juan Capistrano, culminating
in a historic building tour with shuttles on Saturday, May 12. Underwriters are being
sought this year and the City has $4,250 in underwriting so far, with an additional
commitment of $5,000 more. The net proceeds are intended to assist with the
interpretation of the Congdon House agricultural museum.
The Design Review Committee recently approved the exterior colors for the Arley
Leck House, and the restoration of the building is almost complete.
The City has hired a new Planning Director to replace Molly Bogh who retired in
September 2006. The new Director will be Steven Apple, who has been the
Community Development Director forthe City of Solana Beach in San Diego County
for the past 20 years. Mr. Apple will start his new position on February 21, 2007.
