SUBJECT: Cultural Heritage Commission Actions of November 25, 2008
This memorandum summarizes the actions taken by the Cultural Heritage Commission at
their Tuesday, November 25 meeting. No action is required unless the City Council wishes
to hold special review of an item.
CALL TO ORDER
Chair Nunez called the meeting to order at 5:00 p.m.

NEW BUSINESS
1. Consideration of Historic Depiction Proaram (HDP) for The Villa Weddina Venue.
Architectural Control (AC) 05-03, a request for approval of an HDP located at 31431
Camino Capistrano (APN 121-130-04). (Applicant: John�Q. Humphreys). Teri Delcamp
made the staff presentation and recommendation that the Commission approve the
proposed HDP. The HDP consists of an exterior bronze plaque that relates 'the
history of the original building on the site and the history.
Commissioner Porter asked if the project included any interior changes to the front
original building, to which staff replied in the negative. However, unless building

permits are required for such changes in the future, staff would not necessarily be
aware of them. Moreover, the building is not listed as historic and even if it were,
unless interior changes caused exterior changes that affected integrity, staff would
not be able to prohibit the changes.
Commissioner Tryon commented that there is very little known about the early
history of the building, even after conferring with Ilse Byrnes and Pamela Hallan-
Gibson.
After due consideration, Commissioner Tryon moved, and Vice -Chair Banda
seconded, adoption of a resolution approving the HDP for The Villa with conditions
of approval as recommended by staff, subject to Resolution No. 08-11-25-1. The
motion was approved by a vote of 4-0.

COMMISSION/STAFF COMMENTS
Staff commented that the front porch, roof deck and stairs at the Congdon House which
were deteriorating from a roof leak, have been repaired and are being painted this week.
The City's Capital Improvement Project for the ADA accessibility at the Congdon House
has also gone out to informal bid and bids are due on December 10, 2008.
Commissioner Tryon commented that the City Clerk's Commission application reminder
flyer has the wrong swallow on the border and asked staff to pass along a request to utilize
the correct. Cliff Swallow. Vice -Chair Banda mentioned he has a, clip art image with the
correct swallow and he will forward it to staff and Commissioner Tryon.
Vice -Chair Banda announced that he attended the Ecology Center ground -breaking event
and that the tribe will be involved with the development of the project, both with interior and
exterior displays. He is also now on the Ecology Center's advisory board.
ADJOURNMENT
The December CHC meeting is canceled due to a lack of business and conflict with the
holidays. Chair Nunez adjourned the meeting at 5:20 p.m. to the January27, 2009, regular
CHC meeting.
