CHC Minutes-2008-09-23MEMORANDUM October 6, 2008 TO: Dave Adams, City Manager Steven Apple, AICP, Community Development Director FROM: Teri Delcamp, Historic Preservation Manager -1-2 Cultural Heritage Commission Secretary SUBJECT: Cultural Heritage Commission Actions of September 23, 2008 This memorandum summarizes the actions taken by the Cultural Heritage Commission at their Tuesday, September 23 meeting. No action is required unless the City Council wishes to hold special review of an item. Vice -Chair Banda called the meeting to order at 5:25 p.m. when a quorum was present. ROLL CALL Present: Nathan Banda, Vice -Chair Lorie Porter Janet Siegel Absent: Ed Nunez, Chair (excused) Don Tryon (excused) Staff: Teri Delcamp, Cultural Heritage Commission Secretary ORAL COMMUNICATIONS None. OLD BUSINESS None. NEW BUSINESS Consideration of Historic Depiction Program (HDP) for Leck House Museum, Conditional Use Permit (CUP) 05-01, a request for approval of an exterior bronze plaque and interior informational display on the history of the. Arley Leck House located at 31865 Los Rios Street. (APN 121-160-47) (Applicant: San Juan Capistrano Historical Society) Project Manager Teri Delcamp made the staff presentation and recommendation that the Commission conditionally approve the proposed HDP, consisting of a photograph and related history binder to be displayed inside the Dave Adams, City Manager 2 October 6, 2008 museum, and the relocation marker plaque, which will be mounted on the exterior of the Leck House. Tom Ostensen, President of the San Juan Capistrano Historical Society, was present to answer questions. Commissioner Porter handed out suggested modified text for the relocation marker plaque, and agreed with staff that the plaque needs to be larger. Commissioner Siegel concurred with Commissioner Porter's proposed text. She suggested that the text be moved down to create a third paragraph and agreed that the plaque needs to be larger. The Commission was in consensus to approve the HDP binder as proposed to be conditioned for final review by staff. After due consideration, Commissioner Siegel moved, and Vice -Chair Banda seconded, adoption of a resolution to approve the project with changes to the relocation marker plaque including 1) the proposed text revisions to be finalized by staff and 2) a minimum size of 10" X 12", subject to Resolution No. 08-9-23-1. The motion was approved by a vote of 3-0. INFORMATION ITEM Consideration of Minor Restoration of Ross Ranch House, a request for input regarding restoration of exterior wall shingles, attic vents, window sashes and door located in the Mission Flats neighborhood at 31491 La Calera Street. The site is listed on the Inventory of Historic and Cultural Landmarks. (APN: 124-212-16) (Applicant: Diane Armitage) Project Manager Teri Delcamp made the staff presentation and recommendation that the Commission provide input on the proposed minor repairs, restoration and rehabilitation (including but not limited to: replacing the non -original front area windows with period appropriate windows based on input from the late Martha Barns; restoring the original attic vent; replacing only deteriorated shingles with matching shingles; and remodeling the roof of the prior rear addition) subject to staff approval. Owner Diane Armitage was present to answer questions. Commissioner Porter commended the owner for initiating the restoration and repair. In response to questions, Ms. Armitage stated that the salvage historic windows will replace the windows at the front of the house which were installed in the 1980s, with only one or two panes of subtle colored glass and wavy historic glass in the other panes of the diamond paned windows. Dave Adams, City Manager 3 October 5, 2008 Commissioner Siegel echoed Commissioner Porter's sentiments and support for the project. She looks forward to its completion. The Commission was in consensus that the project meets the Secretary of the Interior's Standards and is appropriate for staff level approval. COMMISSIONISTAFF COMMENTS Commissioner Porter commented on the Flagstaff, Arizona walking tours which feature a full size plaque with the full history on each of the walking tour buildings. The plaques have a metal frame and a hard cover that cannot be scratched. She will try to bring more information to a future meeting, but she would like to see San Juan Capistrano do something similar. Vice -Chair Banda announced that he is the event chair for the Vintage event at Mission San Juan Capistrano on October 18 sponsored by the Mission and the Chamber of Commerce and encouraged attendance. Food along with entertainment by the band "Swing Shift" will be featured. Tickets are $75. Teri Delcamp announced that, as press releases from the City have indicated, construction on the Los Rios Park and Parking Lot project will begin on October 13, 2008, with the ground -breaking ceremony scheduled for October.8 at 3:00 p.m. Construction is expected to last for about five months. Planning staff have been attempting to work with the project manager and contractor to keep the Montanez Adobe open for at least part of the time, but the project will be constructed in one phase so that will not be possible. Commissioner Porter had hoped to be able to utilize the Adobe for the annual Ghost Walks on October 25, but that will not be possible either because the contractor's construction schedule cannot be delayed. The weekend City Guides walking tours will also not have access to the Adobe during construction. Staff has also notified the volunteer docents at the Adobe.
