This.memorandum summarizes the actions taken by the Cultural Heritage Commission at
their Tuesday, February 26 meeting. No action is required unless the City Council wishes
to hold special review of an item.

1. Site Plan Review SPR 07-002 Troubleman's Cottage Relocation — Los Rios St., a
request for approval to relocate the Troubleman's Cottage to 31701 Los Rios Street
(APN 121-143-04), within the Los Rios Specific Plan area. The Troubleman's
Cottage is potentially historic but is not currently listed on the Inventory of Historic
and Cultural Landmarks (INCL); however, the existing building site (Rios -Stanfield
House) is listed on the IHCL as a contributor to the Los Rios Street National

Delcamp made the staff presentation and recommendation that the Commission
provide initial input on the project and continue the project for action after the
environmental review process is completed.
The project proposes to relocate the Troubleman's Cottage from its temporary
location within the boundary of the Los Rios Park & Parking Lot project on Paseo
Adelanto to a permanent location as an Accessory Dwelling Unit (ADU) at 31701
Los Rios Street, and to rehabilitate the structure. The project also includes a
Rezone (07-007) that the City is processing for the rear portion of the project site
from Park (P) to Low Density Residential (LDR) while leaving the front portion of
project site in the existing Historic Residential (HR) zone. The project includes
exceptions to the maximum height, maximum ADU size and ADU parking
requirements. The Planning Commission and City Council will take future action on
the rezone and exceptions. The Troubleman's Cottage is a single story, 1,160
square foot house and is proposed to be located approximately 109 feet behind the
existing Rios -Stanfield House.
Iraj Douraghi was available to answer questions.
Bill Hardy spoke in favor of the project, saying the zoning has needed to be fixed for
31 years and the structure has needed to be rehabilitated and put back on the tax
rolls for 5 years. He provided historical information about the land use designations
on the site and Mr. Douraghi's qualifications to rehabilitate the structure given his
superlative restoration of the Rios -Stanfield House.
Mr. Douraghi responded affirmatively to Commissioner Siegel's questions about
whether new utility lines and service will be required and whether the existing
driveway is to be extended with the same material. Commissioner Siegel
commented that, although there is a minor height exception requested, the structure
is much lower in height than the "Buddy„ Forster House previously relocated to the
property next door.
After staff's response that the previously relocated Troubleman's Cottage had
similar exceptions approved, Vice -Chair Nunez commented that there is no
precedent set because each project is considered on a case-by-case basis, and that
this project is unique but not "spot zoning" because the adjacent zone is LDR.
Commissioner Porter is satisfied that Bill Hardy, who would be impacted the most
by the project, supports it. She is excited that the structure will finally be taken care
of,
After due consideration, Commissioner Siegel moved, and Commissioner Porter
seconded, to continue the project to March 25, 2008. The motion was approved by
a vote of 4-0.
