A RESOLUTION OF THE TRANSPORTATION COMMISSION OF THE CITY OF SAN
CAMPUS DEVELOPMENT PROPOSAL BE FORWARDED TO THE PLANNING
COMMISSION FOR REVIEW AS CONDITIONED. THE PROJECT INCLUDES
DEVELOPMENT OF RECREATIONAL AND ATHLETIC FACILITIES ON
APPROXIMATELY 29.2 ACRES OF VACANT LAND LOCATED AT THE SOUTHEAST
JUAN CAPISTRANO RECOMMENDING THATTHE J. SERRAHIGH SCHOOL -SOUTH
CORNER OF CAMINO CAPISTRANO AND JUNIPER0 SERRA ROAD

Whereas, Pueblo Serra Inc. requests approval of entitlements to permit
development of recreational and athletic facilities, and associated project improvements,
on approximately 29.2 acres of vacant land located at the southeast corner of Camino
Capistrano and Juniper0 Serra Road; and,
Whereas, the proposed project has been processed pursuant to Article 3.
Development Review of the Land Use Code; and,
Whereas, the Environmental Administrator has required preparation of an
environmental impact report pursuant to Section 15081 of the CEQA Guidelines; has
issued the Notice of Preparation (NOP) pursuant to Section 15082 of those guidelines, has
overseen the preparation of the Draft Environmental Impact Report (DEIR) prepared
pursuant to Section 15084 of those Guidelines, has issued a Notice of Completion
pursuant to Section 15085 of those Guidelines, and has otherwise complied with all
applicable provisions of the California Environmental Quality Act (CEQA); and all mitigation
measures will be included in the final approving resolution as conditions of approval; and,

Whereas, the Transportation Commission conducted a duly-noticed public
meeting on June 2, 2004 pursuant to the provisions of Administrative Policy 409, and
Planning Department Policy 510 to consider public testimony on the proposed project and
has considered all relevant public comment.
NOW, THEREFORE, BE IT RESOLVED, that the Transportation
Commission of the City of San Juan Capistrano does hereby make the following findings:
1. The proposed project, as conditioned, is consistent with the policies and objectives
of the General Plan because the project will provide a Class I bicycle route along
the Camino Capistrano project frontage; and,
2. The proposed project, as conditioned, is consistent with the policies and objectives
of the General Plan Circulation Element because it will provide on-street (Class II)
bicycle lanes along the project’s Camino Capistrano street right-of-way frontage,
and will minimize conflict between automobiles and bicyclists; and,

3. The proposed project, as conditioned, is consistent with Title 9, Land Use Code
provisions regarding bicycle route design and parking.
NOW, THEREFORE, BE IT FURTHER RESOLVED, that the Transportation
Commission of the City of San Juan Capistrano hereby recommends the following
conditions for project modification to the Planning Commission:
The applicant shall submit project parking information and a parking management
program prior to consideration of (AC) 02-07 by the Planning Commission. Prior to
approval of (AC) 02-07 the project parking management program shall demonstrate
that 81 9 parking spaces is sufficient to meet the project’s proposed parking demand
during normal school and non-school hours or outline how the additional parking
spaces will be provided.
The project applicant shall construct the meandering pathway at the project’s
westerly boundary (east side of Camino Capistrano) at a width of at least 10 fi. to
meet OCTA standards for a regional Class I bike facility.
The project applicant shall widen the segment of Camino Capistrano between
Juniper0 Serra Road and Os0 Road along the project frontage to provide four travel
lanes. This segment of the road shall also be striped on both sides with Class I1
bicycle lanes.
The project shall comply with all Traffic and Transportation mitigation measures of
the Final Environmental Impact Report (FEIR).
The applicant shall submit a trip reduction program for consideration by the Planning
Commission.
The project shall contribute towards traffic improvements of the Rancho Viejo Road
and Interstate 5 intersection. The specific details for said improvements shall be
addressed and included in the project development agreement.
BASED UPON THE FOREGOING FINDINGS AND CONDITIONS, the
Transportation Commission hereby recommends that the Planning Commission
consider all aspects of the project, including environmental, design, traffic, land use
impacts and public testimony and if the Planning Commission approves the project,
such approval incorporate the recommended conditions set forth in this resolution.
