CHC Minutes-2009-08-25MEMORANDUM September 1, 2009 TO: Joe Tait, Interim City Manager Steven Apple, AICP, Community Development Director FROM: Teri Delcamp, Historic Preservation Manager1�` ° Cultural Heritage Commission Secretary SUBJECT: Cultural Heritage Commission Actions of August 25, _2009____ This memorandum summarizes the actions taken by the Cultural Heritage Commission at their Tuesday, August 25 meeting. No action is required unless the City Council wishes to hold special review of an item. Chair Banda called the meeting to order at 5:00 p.m. ROLL CALL Present: Nathan Banda, Chair Lorie Porter Ed Nunez Absent: Janet Siegel, Vice -Chair (excused) Don Tryon (excused) Staff: Teri Delcamp, Historic Preservation Manager/Cultural Heritage Commission Secretary None. OLD BUSINESS None. NEW BUSINESS Consideration of Historic Deoiction Proaram (HDP) for The Ecoloav Center, Site Plan Review 08-01/Conditional Use Permit 08-03 a request for approval of a historic timeline in the interior of the Joel Congdon House located at 32701 Alipaz Street (Applicant: Evan Marks, The Ecology Center) Project Manager Teri Delcamp made the staff presentation and recommendation that the Commission approve the proposed NDP for the project. The time line consists of several shadow boxes containing artifacts, historic photographs, postcards, captions and Joe Tait, Interim City Manager 2 September 1, 2009 a timeline narrative to explain the history of farming and sustainable practices in the Capistrano Valley area. Evan Marks was present to respond to questions. Commissioner Porter loves the timeline. She asked staff whether the wall is plaster or drywall, and whether the wallpaper is original. Staff responded that former dining room walls are lath and plaster, covered in newer wallpaper to ..... reproduce the style of the late 1800s. Commissioner Porter also asked about the shadow box material (recycled redwood), the purpose of the canvas wall covering (define/divide the spaces in the room and flack information on it), and whether the shadow boxes are too heavy and will appear too dark. Commissioner Nunez commented he likes that the project bridges between the feeling of a home and an institution and is not a typical museum display. For the 1860s text, he would like to have inserted ,the name and location of the referenced first brick residence built in Orange County. For the 1877 text, the reference should be that there was one stagecoach "line through" or "route through" San Juan Capistrano and it should also include the name of the stagecoach line which was "Seely & Wright." Chair Banda expressed some minor concerns and corrections to the proposed text. Specifically, the first 1600s text should delete the reference to the Shoshone as that is untrue. The second 1600s text should replace "Juaneno" with "Acjachemen" since the tribe was not called Juaneno until after the Mission was established. For 1794, the last sentence should state that the Great Stone Church took 12 years to complete, not 9. For 1812, the earthquake actually claimed 42, not 40, lives. After due consideration, Commissioner Porter moved, and Commissioner Nunez seconded, adoption of a resolution approving the HDP with the text corrections as noted in the discussion, subject to Resolution No. 09-8-25-1. The motion was approved unanimously by a vote of 3-0. lumen] ui1a'ii'C 7r< Itii i►il ►� •gym COMMISSIONISTAFF COMMENTS Staff reminded the CHC that the Los Rios Park grand opening is this Saturday, August 29. The Commissioners who have volunteered to be at the HDP wall during the event are: from 12 to 1 pm, Chair Banda and Commissioner Nunez, from 1 to 2 pm, Vice - Chair Siegel and Commissioner Tryon, Chris Lobo will also be at the wall as a docent. The Montanez Adobe will also be open for the event, and there will be a display and Joe Tait, interim City Manager 3 September 1, 2009 demonstration of Native American baskets and basket weaving on the porch and Commissioner Porter. and City Guides Docents will be inside the Adobe.
