SUBJECT: Cultural Heritage Commission Actions of March 24, 2009
This memorandum summarizes the actions taken by the Cultural Heritage Commission at
their Tuesday, March 24 meeting. No action is required unless the City Council wishes to
hold special review of an item.
CALL TO ORDER
Chair Nunez called the meeting to order at 5:00 p.m.

1. Annual Reorganization of Commission: Selection of Commission Chair and Vice -
Chair
Chair Nunez opened the nominations for Chair. Commissioner Porter moved, and
Commission Siegel seconded, to nominate Commissioner Banda as Chair. The
motion was approved unanimously by a vote of 4-0.

Chair Banda opened the nominations for Vice -Chair. Commissioner Porter moved,
and Commissioner Nunez, seconded to nominate Commissioner Siegel as Vice -
Chair. The motion was approved unanimously by a vote of 4-0.
2. Consideration of Meeting Time Adjustment
The Planning Commission recently altered their meeting time on the second and
fourth Tuesday of each month to begin at 6:30 p.m., which shifts the meetings
ahead by one half hour. This means that the Cultural Heritage Commission would
have only one hour instead of one and a half hours to conduct business at their
regular meetings on the fourth Tuesday of each month. Staff inquired as to whether
the CHC would prefer to move their own meeting time up by one half hour or a
whole hour, or plan to conclude business within the one hour available.
The CNC concurred to keep the regular meeting time as is, and for staff to
endeavor to schedule only those items that can be completed within the available
time frame. If additional time is needed for more complex projects, then either a
special meeting will be scheduled for those projects or they would be continued to
future regular or special meetings.

COMMISSION/STAFF COMMENTS
Commissioner Nunez thanked the Commission and staff for an enjoyable year as Chair.
He also announced that his wife, Jacque Nunez, has been honored by the State of
California with the Native American Educator of the Year award.
Vice -Chair Siegel announced that Historic Preservation Week T-shirts are on sale for $10
as a historic preservation fund-raiser. She also mentioned that the business in the Judge
Egan House, Seasons, has closed and the building is on the market for purchase.
Chair Banda reported that the nominations for the City's Wall of Recognition were turned in
by the deadline.
Commissioner Porter suggested Commissioners prepare ideas to share with the City
Council at the joint Council/Commissions meeting on March 25, 2009. Suggested ideas
included a more concerted effort by the Council to promote San Juan's history; the need
for a visitor's center to share history as well as merchant information; and the need to start
planning now for a year-long celebration in 2011 to mark the 50th anniversary of San Juan's
incorporation as a city.

Staff reported on: 1) the beginning of the emergency repair to the Roger Y. Williams/
Swanner House foundations for the house and water tower; 2) the progress of the Joel
Congdon House ADA improvements and 3) the approaching Los Rios Park project
completion and establishment period affecting when the Montan ez Adobe seismic
rehabilitation project will begin. The Montanez Adobe project will begin after the 90 -day
establishment period for the Park is complete, so the Adobe will continue to be closed into
the fall/winter of 2009.
ADJOURNMENT
Chair Banda adjourned the meeting at 5:37 p.m. to the City Council Joint Meeting with All
Commissions, Committees and Boards to be held on March 25, 2009, at 6:00 p.m.
