SUBJECT: Cultural Heritage Commission Actions of June 28, 2011
This memorandum summarizes the actions taken by the Cultural Heritage Commission
at their Tuesday, June 28 meeting. No action is required unless the City Council wishes
to hold special review of an item.

1 Consideration of Communitv Center Historic Depiction Program Concept, a,
request for initial input on a concept for the Historic Depiction Program (HDP)
centered on Joel Congdon and surrounding agricultural history for the City's
Community Center located at 25925 Camino Del Avion. Project Manager Teri
Delcamp presented a brief overview on the project background and explained the
draft concept for additional large format framed photographs to be installed in the
Community Center lobby's north wall.

A portfolio of possible historic photographs from which the Cultural Heritage
Commission (CHC) could select was presented. Staff noted a correction to a
typographical error on the caption for Photo 4 which should read Ardith
"Belardes."
A discussion ensued by the CHC regarding the, appropriateness of specific
photographs and/or suggestions for additional or alternative subjects, and
regarding the proposed format. Specific comments were as follows:
Vice -Chair Tryon suggested a replacement photograph for photo 8 that would
show the groves of the Cook property, taken from the hills to the west.
Commissioner Siegel commended the HDP concept. She suggested that
photographs of the Kinoshita family, as well as Rita Nieblas, be included.
Chair Porter suggested that photographs of the Cook family and barn also be
included. She commented that the lobby is very large. She suggested that a title
should be installed above the HDP. She would prefer not having frames, but
perhaps acrylic shadow box type frames that stand in relief from the wall. She
likes the packing house,. tractor, Congdon family and Congdon House
photographs. She would prefer a better aerial of farmlands and a better photo of
tree groves if they can be found. The HDP could have some large photographs
with smaller ones as well, so that more photographs can be included.
Commissioner Banda appreciated the proposed photographs and concurs with
including Rita Nieblas and the other families. He also mentioned he has an
associate who might be able to render the photographs on canvas and he will
investigate that further,
Commissioner DeHaa.n liked photos 1 through *3 more than the others. She
suggested perhaps placing an inset photograph of Rita Nieblas on the photo of
the packing house. She does not think the photo of the tree grove will draw
people's attention, and perhaps it could be inset on another photograph.
Through the in-depth discussion, the CHC reached consensus on the following
items for the HDP:
• The title of the HDP should be "Our Farming Heritage.".
The CHC would prefer a composite, of photographs in acrylic frame "boxes"
that stand out in relief from the wall or other similar method that has a more
modern museum exhibit type of appearance.
There should be 3-5 large historic photos, including:
1. Congdon House (as proposed),
2. Grove of citrus or walnut trees (find better photo)
3. Aerial of the farmlands around the Congdon and Cook properties (find
better photo)

4. Blue Goose packing house (interior or exterior)
5.. Condgon family on 40th anniversary (as proposed)
The other historic photos that should be included at a smaller size are:
1. Cook Barn
2. Rita Nieblas
3. Kinoshita family
4. Blue Goose, Ban Juan crate label
5. CR Cook on a tractor
6. Interior of the Los Rios walnut packing house (as proposed)
Commissioner Banda and Vice -Chair Tryon committed to assisting -staff by
locating additional historic photos, especially of the Kinoshitas and Rita Nieblas.
Staff will research framing formats and work with the Historical Society to identify
additional photographs. Staff will bring back a revised HDP concept at a future
meeting.
2. Informational Re ort on Little Hollywood Sycamore Tree an update on the status
of the fallen California Sycamore tree at the end of Mission Street in Little
Hollywood. Ms. Delcamp provided a brief report on' the City's efforts so far to
remove the debris, which left a single remaining trunk, and to obtain an arborist's
report.
The CHC received and filed the report. They were in consensus to defer to
whatever approach staff determines is appropriate based on the arborist )S1
recommendations.
PUBLIC HEARINGS
None.
COMM ISSION/STAFF COMMENT
Commissioner Siegel announced that Robert Klein is bringing a film festival to town at
the Regency Theater. It will start on, August 21 and will screen silent films shot in San
Juan Capistrano the first day along with many others during the festival. She also
reminded Commissioners that there will be an original "playlet" performed as part of the
San Juan Capistrano 50th birthday celebration on.July 23 at Zoomars. Performances will
be at 11 am, noon and 1 pm and will feature 200 years of San Juan Capistrano history
in just 20 minutes.
Teri Delcamp reported that the Silvas Adobe restoration project will be coming to the
CHC for review at a public hearing next month. The Mission Gate House Preservation,
Entry and Gift Shop project, which. was reviewed and recommended for approval by the
CHC last month, will be going to the Planning commission .for its final approval this
evening. Staff has no update on the Parra Adobe/Harrison House project or potential
sale.

Chair Porter adjourned the meeting at 0:07 p.m. The next regularly scheduled Cultural
Heritage Commission meeting will be Tuesday, July 20, 2011, at 5:00 p.m. in the city
Council Chambers.
