SUBJECT: Cultural Heritage Commission Actions of January 25, 2011
This memorandum summarizes the actions taken by the Cultural Heritage Commission
at their Tuesday, January 25 meeting. No action is required unless the City Council
wishes to hold special review of an item.

INFORMATION ITEM
1. Consideration of Archaeological Monitorinq Report for Los Rios Park
Construction Project. Project Manager Teri Delcamp made the staff presentation
and recommendation that the Cultural Heritage Commission receive and file the
final report for the archaeological and Native American monitoring conducted

during the construction of Los Rios Park and Parking Lot project located between
Los Rios Street.and Paseo Adelanto, north of Del Obispo Street.
As a result of the monitoring, the Montanez Adobe and plaza area (within the Los
Rios National Register Historic District) has been recorded with the state of
California as an archaeological site at the South Central Coastal Information
Center. Artifacts from the monitoring have been transmitted to the City for
curation and storage, and several are on display in the Montanez Adobe's south
room. Additional artifacts will be added to the displays by staff as time allows.
Commissioner Tryon complemented the City on the Park project and the
Montanez Adobe restoration. He thanked staff and the consultant for the very
thorough monitoring report. Commissioners Banda and Porter requested a brief
summary of the types of artifacts encountered, which were primarily historic with
some pre -historic resources including manos and mutates, and staff reiterated
that no human remains had been encountered.
It was moved by Commissioner Tryon, seconded by Commissioner Banda and
approved 3-0 to receive and file the Los Rios Park Archaeological Report, dated
January 2011.
COMMISSION/STAFF COMMENT
In response to Commissioner Tryon's query about, the status of the Harrison House and
Parra Adobe property CIP project and potential sale, staff indicated that a request for
CIP funding for the Adobe's construction phase was submitted by staff and there is no
news about a purchaser as of yet. The City Council is also in the process of deciding
whether to extend the lease agreement with the Capistrano Indian Council, which
expired January 15, 2011, on a month-to-month basis.
Commissioner Tryon also reminded staff that the Historical Society would like to obtain
copies or originals of the City's historic maps, and has funding to pay for scanning if
needed. Staff will follow up with him on this matter.
Commissioner Banda announced the new date of February 14 for the anticipated
decision by the Office of Federal Acknowledgment regarding federal recognition of the
Juaneno Band of Mission Indians Acjachemen Nation.
Vice -Chair Porter reported that she had recently visited Riverside and was very
impressed with the Mission Inn and the various museums there.
Staff reported on various pending projects in the pipeline including the Mission San
Juan Capistrano Gate House Preservation and Gift Shop, the Silvas Adobe Restoration
and Seismic Retrofit and the Marriott Residence Inn Historic Depiction Program.

Staff also requested Commissioners to respond whether they are available to volunteer
at a City historic preservation table for Earth Day this year. Earth Day will be in the
Community Center Gym on Thursday, April 21, from 9 am to 4 pm.
ADJOURNMENT
There being no further business before the Commission, Vice -Chair Porter adjourned
the meeting at 5:35 p.m. The next regular meeting is scheduled for Tuesday, February
22, 2011, at 5:00 p.m. in the Council Chambers.
